Team Purpose

  • The program team provide overall supervision for state office project management and the coordination of CIHP activities at the states and LGAs.
  • The team has programmatic oversight and coordinates the multidisciplinary health facility quality improvement teams in the states.
  • It is responsible for managing the coordination and collaboration with government officials, all public sector and NGO partners in the focal states.

Job Summary

  • The incumbent will be a key member of the Lagos State leadership team and will provide strategic direction for the implementation of various health interventions including comprehensive HIV care and treatment services.
  • S/He will oversee the State Technical Lead, QI lead, Satellite Commandants, thematic leads and laboratory staff in providing technical support in capacity building, clinical service delivery of comprehensive HIV care and treatment, at the Lagos state office to supported facilities providing HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in Nigeria.

Specific Duties & Responsibilities

  • Provide technical leadership in implementation of CIHP model of care using proven and cutting-edge innovations and technological approaches to ensure achievement of state program targets across all thematic technical areas
  • Ensure that the program is data driven and that staff are using data to improve performance and achieve targets.
  • Participate in meetings with the central office, the donor, MOHs and partners.
  • Assist the State program manager in managing and providing leadership to the state implementation team on HIV / AIDS care and treatment programs including engagement and management of stakeholders
  • Provide technical guidance on implementation of the ART surge efforts by providing technical guidance to team members and working closely with SI team to strengthen availability, accessibility and timely use of data for program decision making
  • Participate and provide leadership in the development and implementation of the state technical program work plan and related weekly activities across satellite commands and the main offices
  • Ensure delivery of high quality HIV services by strengthening conduct of quality assurance initiatives including but not limited to strategic application of the SIMS checklists and follow up remediations, standard of care assessments, precepting and spot check visits to supported facilities
  • Oversee, and supervise technical and facility backstops to assure optimum functionality of key site level program activities including facility QI interventions, effective systems for tracking of clinic defaulters and provision of technical support for quality service delivery
  • Oversee and assure implementation of facility level and facility led CQI initiatives designed to improve quality of services across the HIV continuum of care
  • Assist with individual and site work planning, state strategic planning, and reporting to donors, government and other stakeholders as applicable
  • Foster productive working relationships between the organization and stakeholders’ organizations while maintaining an excellent working relationship with counterparts at State and Local levels, USG implementing partners, and local institutions
  • Perform any other duties assigned by the State Program Manager.

Qualifications & Experience

  • Postgraduate Master's Degree on Development or other Social Sciences and five years management experience of running country programs, exposure to different countries would be an advantage;
  • 10 years experience of managing public health programs and a working knowledge of the program priorities; at least 5 years substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other donor grants);
  • Ability to analyze information, evaluate options and to think and plan strategically;
  • In depth understanding of national and international development issues in particular in relation to reproductive health and HIV / AIDS;
  • Proven track record/abilities to manage large-scale, cross-functional business process improvement strategies, plans, activities and teams
  • Expert knowledge of best-practice project management and change management methodologies, tools and techniques
  • Exceptional analytical and problem-solving skills, as evidenced through previous work experience and results achieved; capable of effective and efficient development, management and tracking of large-scale projects
  • Superior partnering skills, exceptionally strong and highly effective working relationships with internal & external partners / stakeholders
  • Excellent leadership skills; can manage larger-scale teams, develop individual skills and abilities, while driving teams to meet or exceed targets & goals
  • Demonstrates leadership among peers and subordinates by consistent application and modeling of the appropriate compliance, behavior and conduct.
  • Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program; and does not compromise ethics or integrity or undertake legal risks while pursuing program goals.
  • Strong written and verbal communications skills combined with the ability to work collaboratively with program staff and stakeholders across organizational boundaries;
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
