The Kwara State Government, in its efforts to increase and diversify its revenue base for financial freedom and bolstered efficacy in governance, recently passed the Kwara State Revenue Administration Law, 2015 (Law No.6 of 2015).

Kwara State Internal Revenue Service (KS-IRS), as established by this Law, is the sole entity responsible for the effective and efficient administration of tax and related matters on behalf of the Kwara State Government. The
KS-IRS Mandate:
  • To maintain the integrity of the tax laws and processes by eliminating all instances of multiple taxation;
  • To assist the State Government to attain specific economic and social policies, systems and targets; and
  • To stimulate voluntary compliance so as to advance maximum representation of the populace in executive decision making.
In keeping with the mandate for the KS-IRS, the kwara State Government is seeking individual with uncommon dedication who are high-achieving, highly dynamic and innovative with proven target driven orientation to fill the underlisted position in the newly established KS-IRS:

Job Title: Director of Informal Sector Revenue Generation

Start Date: August 2015
Location: Kwara
Reporting To: Executive Chairperson
Direct Reports: 3 Manager/Coordinators; 16 Regional Office Heads
Contract Term: 4 Years (Renewable)

Job Description
  • Director of Informal Sector Revenue Generation administers and enforces regulatory standards by supervising activities of, and acting as a resources to all internal and external parties that directly engage in revenue collection specifically within the informal sector.
  • The Director will be responsible for planning, organizing and directing the management and administrative responsibilities for billing, revenue collection and development of revenue generating activities; and provide supervision over professional and support staff towards this end.
  • S/he will ensure close integration with the informal sector to ensure accuracy of revenue recognized, and ensuring prompt collection of accounts receivable. These responsibilities require a high degree of administrative discretion and independence in their execution.
  • Finally, the Director will ensure a complete feedback loop between KS-IRS, KWSG and the informal sector actors across the LGAs for maximum awareness and understanding of each group's requirements/visions/desires for the best synergy.
Specific Tasks
Specific tasks are divided into the following categories and include:
  • Recommend policy; formulate procedures; develop goals and objectives; provide supervision over professional and support staff; and develop and administer the division's budget;
  • Confer with Revenue Manger, Regional Coordinators, and Regional Office Heads in analyzing proposed rate structures for business taxes, license fees, parking rates and other revenues that directly impact informal sector;
  • Oversight and guidance in all business operations and procedures, and provides technical, or administrative expertise to all officers and field operatives;
  • Plans, develops, and manages programs for the 16 field offices and formulates strategic solutions to improve operational efficiency and efficacy;
  • Establishes and communicates work objectives and develops short-range and long-range plans to meet goals and objectives of the HQ revenue managers and coordinators, and the field offices;
  • Ensure accuracy, timeliness and up-dates of information on taxpayers for the database;
  • Ensure transparency in enumeration and revenue collection processes at the association and cooperative levels;
  • Plans, develops, and implements procedures and policy updates for field operations;
  • Provide billing and collection data and analysis to assist Executive Chairperson in revenue forecasting exercises;
  • Distribute regular analytical management reports to Executive Chairperson;
  • Implements and communicates guidelines, procedures, and regulatory policies to field offices and resolves issues and concerns;
  • Conducts and reviews results of planned and unplanned special investigations in field operations;
  • Communicates technical information internally to Executive Chairman and other relevant Directors regarding new strategies and concepts for efficient revenue collection, changes in laws, rules and regulations;
  • Identifies areas of critical collection inefficiencies, develops techniques for increasing program effectiveness, and implements the change process.
Education
  • MBA/MA/MSc that combined training in Economics, Finance, Human Resources Management, Organizational Behavior, and Law
  • Certified Public Accountant (CPA) designation
  • Professional membership of The Chartered Institute of Taxation of Nigeria is a must;
  • Formal managerial, leadership training with focus on stakeholder engagement and negotiations.
Professional Experience:
  • 15 years
  • 8 - 10 years of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • Demonstrate irrefutable familiarity with the informal sector tax base.
  • This must include but isn't limited to ensuring information dissemination has wide reach to all informal taxpayer categories; awareness, training and capacity development of both the payers and collection agents; gaining trust of informal sector by ensuring their inclusion and representation in strategies for collection and utilization of tax revenues.
  • Demonstrable knowledge of and related experience in marketing, communications, PR, or advertising.
  • Demonstrable proficiency in developing strategic relationships with trade unions/associations, and the community.
Required Skills:
  • Proficient in Microsoft systems, e.g., Word, Access, Excel, PowerPoint.
  • Strong project management, time management and organizational skills required. The ability to manage multiple priorities, take initiative, delegate responsibility, prioritize and ensure the delivery of on-time deliverables is key.
  • Clear understanding of both motivations and requirements of key players that will impact KS-IRS.
  • Fluency in written and spoken English required, Excellent written and verbal communication skills;
  • Excellent interpersonal and intercultural skills
  • High level of digital literacy and familiarity with database management systems
  • Proven ability to work under pressure, ensure coherence and consistency, independently, and meet deadlines consistently;
  • Sound knowledge of Government policy and practice impact on financial and contractual arrangements
  • Stakeholder and cross-functional team management
