Job Title: Senior Research and Policy Manager

About the Job

  • Lead the design and implementation of comprehensive R&L (Research and Learning) plans, developing appropriate output, outcome and impact indicators; working closely with the program team to implement systems and procedures for the timely collection, management, analysis, and reporting of program data
  • Applies research and evaluation frameworks within all programs to conduct studies from start to finish, including design, qualitative and quantitative methodology, data collection and analysis, and reporting
  • Contribute to written performance reports for funder and other program deliverables. Plan, manage and execute projects related to the R&L system according to strict deadlines and within budget, coordinating the efforts of team members to deliver projects according to plan. Provide technical assistance in support of Tech4Dev L&R activities; and in the development and dissemination of tools, materials, reports, papers, and intervention-linked research. Creates qualitative and quantitative data collection protocols and instruments, including data collection and management processes, and monitoring and quality assurance procedures for a wide variety of study designs
  • Create evaluation plans and data analysis plans
  • Performs both qualitative (Grounded Theory, content, narrative, discourse, framework) and quantitative (descriptive, inferential, and multivariate statistics) data analyses, interprets results, and produces recommendations
  • Prepare program-related technical reports, briefs, presentations, trainings, and other written materials as indicated by the work plan
  • Create monitoring and evaluation plan, needs assessment, impact assessment and quality improvement
  • Develops presentations and facilitation activities, as appropriate to the work plan
  • Keeps abreast of specific program content/topic to support analysis, interpretation, recommendations and communication with stakeholders and partners
  • Remains current on literature in areas that are relevant to the programs, emergent areas of expertise and technology
  • Participates and is responsible for a wide range of program development activities, including the identification, conceptualization, writing and production of grants applications Conducts background policy research and analysis to support existing projects as well as proposals for new bodies of work; synthesizes research findings to identify and recommend best practices
  • Track project timeline, deliverables, and internal/external partners across multiple projects and teams, proactively communicating progress and potential challenges to project teams
  • Responsible for developing research papers, publications for journals, conferences and other materials relevant to the overall Tech4Dev mandate and programs
  • Work on assessments, data analysis and other routine program monitoring and evaluation activities, using products and mechanisms to promote evidence-based programming, and providing timely feedback regarding targets or identifying and resolving gaps
  • Provide guidance on information systems for quality assurance and best practices documentation and reporting

Requirements

  • Ph.D. in a relevant field (e.g., Education / Information Science / Social Sciences or related disciplines with cognate experience)
  • Minimum of 5 - 7 years of proven experience in research writing and management
  • Demonstrated success in policy formulation, advocacy, and engagement with stakeholders
  • Strong leadership and team management skills
  • Excellent written and verbal communication skills
  • Track record of successful grant writing and securing funding
  • Ability to analyze complex issues and provide actionable recommendations
  • Critical thinking and problem-solving skills
  • Proficiency in utilizing research methodologies, data analysis techniques, and statistical software. The ideal candidate should be able to use tools like Power BI, Python, R, SPSS, Stata, and Nvivo
