Purpose of Job
This vision is formalized in a Joint Action Plan (JAP) that focuses on six key priorities:
- Support Africa's Future Through Sustainable Immunization Systems
- Information Sharing, Coordination and Aligned Communication
- Facilitate Efficient Regulatory Pathways
- Strengthen Diagnostic and Disease Surveillance Capacity
- Engagement on the Continental Vision to Expand Vaccine Manufacturing in Africa
- Pandemic Prevention, Preparedness and Response (PPPR)
- The Senior Monitoring and Evaluation (M&E) Officer will play a critical role in ensuring the successful implementation of the JAP. This will be achieved by designing, implementing, and overseeing a robust M&E system that tracks progress across all six priorities. The officer will also provide specific leadership on the Zero-dose scorecard monitoring and peer review activity within Priority 1.
Main Functions
JAP M&E:
- Develop a comprehensive M&E plan for the JAP (as a whole), aligned with established M&E principles, to be adapted by the M&E Officer at the RCC level.
- Design and implement monitoring tools and data collection strategies for each JAP activity.
- Oversee the collection, analysis, and reporting of M&E data from the Bus at HQ level
- Identify and address any challenges or gaps in M&E implementation.
- Prepare regular progress reports on JAP activities, highlighting achievements, challenges, and lessons learned.
- Disseminate M&E findings to JAP stakeholders to inform decision-making and course correction as needed.
- Conduct desk reviews of relevant documents and reports.
- Develop data quality assurance procedures.
- Organize and conduct stakeholder consultations on M&E processes.
- Manage M&E budgets and resources effectively.
Scorecard M&E:
- Collaborate and coordinate with partners (e.g., Member States, AUC, WHO/UNICEF, etc.) in the development, implementation, and analysis of the Zero-dose scorecard monitoring and peer review process.
M&E Capacity Building:
- Provide technical guidance and support to JAP stakeholders on M&E best practices.
- Contribute to the development of capacity building initiatives on M&E for JAP stakeholders.
Specific Responsibilities
- Conduct desk reviews of relevant documents and reports.
- Develop data quality assurance procedures.
- Organize and conduct stakeholder consultations on M&E processes.
- Manage M&E budgets and resources effectively.
- Contribute to the development of capacity building initiatives on M&E for JAP stakeholders.
Academic Requirements and Relevant Experience
- Master’s degree (or higher) in Public Health, Monitoring & Evaluation, or a related field.
- A minimum of 12 years of progressively responsible experience in M&E, preferably within the context of public health or international development.
- Proven experience in designing and leading complex M&E systems for large-scale health programs, particularly in developing countries with a focus on immunization, disease surveillance, and health systems strengthening.
- Minimum of 7 years of progressively responsible experience in M&E of multi-country, regional projects in Africa.
- A minimum of 3 years of progressively responsible experience leading M&E of a continental Public Health institution in Africa.
Required Skills:
- Knowledge and Skills: Strong understanding of M&E principles, methods, and tools; experience in designing and implementing M&E frameworks; excellent analytical and data management skills; strong communication and interpersonal skills; track record of dashboard design, proficiency in DHIS2, PowerBI, Open Data Kit (ODK), Microsoft Office Suite including team collaboration tools such as Microsoft Teams and Microsoft Planner.
- Competencies: Ability to work independently and as part of a team; excellent organizational and time management skills; ability to prioritize workload and meet deadlines; strong problem-solving skills.
- Language: Fluency in English is required. Working knowledge of any of the other official languages of the AU is an advantage.

Tenure of Appointment:
- The appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

- Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage
Remuneration
The salary attached to the position is an annual lump-sum of US$ 126,440.93 (P5 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 108,357.41 inclusive of all allowances for locally recruited staff of the African Union Commission.
