Job Description
This position is responsible for the provision of the motor transport capability within the ECOWAS Commission. This involves provision and maintenance of the vehicle fleet operated from different office locations in Abuja and Lagos; management of the fleet in accordance with the Commission’s policies and directives in relation to the acquisition, receipt, distribution, maintenance, utilization and disposal of the vehicle fleet.

Duties and Responsibilities
  • Monitor and ensure that vehicle transport resources and services are able to support Commission's needs;
  • Prepare cost estimates of vehicle, spare parts, equipment and manpower requirements;
  • Based on Unit's expenditure plan from the approved budget, ensure that transport requirements are met within allocated funds;
  • Supervise the development and maintenance of the Commission's transport safety policies, maintenance rules/regulations, and Motor Transport Standard Operating Procedures (SOPs);
  • Advise on the serviceability of vehicular equipment in use and on the disposal of the equipment deemed unserviceable or beyond economical repair;
  • Make recommendations on the most economical acquisition of transport vehicles for missions and other purposes by evaluating options to purchase, lease or through other contingency agreements;
  • Coordinate requirements for maintenance services to be obtained through contracts and manage associated contracts;
  • Oversee the preparation of technical reports, statistics and other documents required for vehicle establishment review, regular and ad hoc reporting requirements related to surface transport operations;
  • Ensure proper installation, maintenance and reporting of the LOG System; Prepare write-off requests for the General Administration directorate as appropriate;
  • Prepare drivers’ evaluations;
  • Perform additional duties as required by the Principal Officer, Fleet Management and Logistics.

Qualifications/Experience/Skills
  • Bachelor’s degree (or equivalent) in mechanical engineering, transportation, logistics, administration, management or other related field.
  • Minimum of 5 years of working experience in transport or motor-pool experience an international organization or private sector firm.
  • Must possess a valid national driver’s license
  • Candidates should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
  • Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage.

Competencies (Skills, Knowledge and Abilities)

Technical:
  • Knowledge of management and supervisory concepts and a high degree of technical skill with automobile and its maintenance.
  • Knowledge of vehicle warranty programs.
  • Knowledge of work team concepts and productivity standards in an automotive repair facility
  • Knowledge of budget planning and implementation
  • Knowledge of cost accounting as it pertains to Fleet vehicles and maintenance costs.
  • Ability to identify technical training needs of direct reports to enhance their growth and development
  • Ability to read an comprehend technical manuals and working knowledge of Microsoft Word and Excel

Non-technical:
  • Skill in communicating effectively both orally and in writing.
  • Skill in establishing and maintaining effective working relationships with other employees and stakeholders
  • Ability to maintain positive interpersonal relationships
  • Ability to direct and evaluate personnel in the accomplishment of goals and objectives and demonstrated ability to plan and manage workload and effectively prioritize.
