Technical Officers Governance or Human Resources Management or Quality Assurance or Supply Chain (5 Positions)

The Technical Officer will work as a member of a multifunctional team led by a Technical Advisor to provide internal technical assistance for the capacity building of CSO and government partners in strengthening their leadership capacities and management system, Specific areas include project management, Grants & Procurement Management Proposal Development, partner collaboration/coordination, strategic and operational planning and leadership and general management in order to enable tbe partners to he more programatically, institutionally and financially sustainable.

The Technical Officer will be required to have specialized training and experience in one of the management areas mentioned above and should be familiar with PEPFAR and HIV/AIDS service delivery in Nigeria. Good knowledge of the expectations and demands of USAlD and other international donor agencies Will be an added advantage. The expected to have strong facilitation skills and able to work to train staffof partner organizations.
The will work under supervision of the LMS Capacity Building Senior technical Advisor bllt will be expect work closely in a te-lmand othercoUcagues in LMS Nigeria.

Responsibilities
The Technical Officer will meet two broad responsibilities to be able to achieve die functions of the position.
To PLAN Health Clients
- Participating with clients in identifying needs, defining end result, and developing work plans to achieve results
- Implementing technical assistance in a manner that leads to adoption and sustainable use of MSH tools approaches by building client awarenes of current gaps, achieving buy-in on the viability and need for an MS tool or approach, and training client staff on the use to MSH and appropriate approachs
- Building and managing professional relationships with key stakeholders,
- Providing reliable high -quality follow through on all obligation, to client and other parties.
- Bringing pending need for contracted work or shot term technical assistance to the attention of the team leader.

PLAN Health Internal Responsibilities:
- Provide support to Technical to Advisor, and other staff integrating clients needs for institutional capacity building in to project work plans and budget projection
- Drafting internal reports and or communications as needed.
- Submit requests for contracts or STTA ,and administrative Items (e.g . expense reports, timesheets, travel requests) . manner.
- Make the PLAN Health management team of opportumties to expand PLAN Health impact.through new client engagement

Key Qualifications:
- Graduate degree preferably in international public health, international development, public policy, public administration, management, social sciences or a related discipline.
- Nigeria-specific experience required.
- Ability to work as a member of a team, and to contribute to developing a new project in a dynamic environment
- Proven programmatic, technical, and interpersonal skills to collaborate effectively with professional colleagues in a broad range of indigenous governmental organizational and NGOs.
- Strong facilitation skills
- Strong interpersonal, verbal and written communications, teamwork and partnering abilities.
- Demonstrated computer skills in MS office Suite applications, including Word, Excel, and PowerPoint.
- Fluency ill oral and written English required.
- Willingness to travel within Nigeria regularly and potentially outside Nigeria, as required.
