The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Federal Government of Nigeria, in collaboration with the United Nations Human Settlements Programme (UN-Habitat) has established a Country Office in Abuja, Nigeria (UN-Habitat Programme Support Office, UN HAPSO) to promote cooperation between the Government of Nigeria and UN-Habitat towards achieving the goals of the Habitat Agenda of “Adequate Shelter for All” and towards “Sustainable Human Settlements Development in an Urbanizing World.” It also assists the Federal Government of Nigeria to work towards achieving the Millennium Declaration Goals on Slums.

We are currently recruiting for the position of:

Job Title: Programme Officer, Urban Development and Advocacy

Location: Abuja

The post is located in HAPSO and the Programme Officer, Urban Development and Advocacy will report to and work closely with the Habitat Programme Manager for Nigeria (HPM). The Programme Officer is expected to assist the HPM in discharging responsibilities related to a wide range of functions in areas of activities relating to the mandate of the Office.

Duties and Responsibilities
  • Develop substantive programmes in Environment, Urban Planning, Shelter and Rights, Access to Basic Services, and Slum Upgrading;
  • Identify and formulate programmes to promote shelter delivery for the poor urban population;
  • Develop Concept Notes and Project Documents for identified and conceptualized projects;
  • Liaise with Oversight and Programme Management Officers at UN HABITAT Headquarters to implement and manage Programmes, Campaigns and Projects;
  • Increase acceptance of and engagement in UN-HABITAT activities for all relevant stakeholders such as local communities, civil societies, municipal governments, ministries, elected and traditional leaders, the private sector, development partners and the academia.
  • Support HAPSO in organizing workshops, conferences and other events and in preparing UN-HABITAT contributions and presentations for international, regional and national workshops and conferences.
  • Follow-up with national consultants and provide guidance and Technical Inputs to new and on-going projects.
  • Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
  • Support the strengthening of inter-divisional collaboration to achieve better linkages between normative and operational support to better coordinate and support the implementation of the UN-HABITAT’s work programme;
  • Provide Technical Support to the Government of Nigeria in line with UN Development Assistance Framework (UNDAF) and UN HABITAT Country Programme Document (HCPD) in collaboration with all stakeholders at the three tiers of government;
  • Provide adequate representation for UN HABITAT in the United Nations Country Group activities in line with the UN ‘Delivery as One’ concept and ensure active participation in the UN Development Assistance Framework (UNDAF) activities;
  • Provide management leadership as directed by the HPM to ensure effective day-to-day functioning of HAPSO;
  • Stand in for the HPM in his absence in respect of all official duties associated with the office
  • Perform any other tasks related to this assignment

Qualifications
  • Advanced University Degree in Urban and Regional Planning, Engineering, Architecture or any other related Social Sciences field
  • Prospective candidates must have minimum of five years recent and relevant experience on human settlements issues and evidence of direct recent field experience in the formulation and implementation of human settlements programmes and projects. Demonstrated evidence of familiarity with United Nations Development Assistance Framework, Delivery as one, Programming and the workings of the United Nations system in Nigeria will be required.
  • Fluency in the UN and national language of the duty station.
