Job Title: Database Officer (MAPS)

Description
- Under the supervision of the M&E Advisor, the Senior Database Officer will be responsible for coordination of organizational database system in the MAPS supported states and the country office.
- S/he will take charge of the planning, maintenance and development of organizational databases and work closely with consultants; the national DPRS and the NMCP offices.
- S/he will supervise the state database officers’ data collection, data processing and sharing of aggregate data with all level of government health administration.
- The senior database officer will analyze state data using existing and any new database management software, including setting up new computer databases or integrating data from old systems to new systems.
- Responsible for maintaining database security, ensure data is backed up, monitor data entry procedures and database performance.
- Regularly performs routine tests and modifications to ensure the database approach incorporates the following principles: (i) data remains consistent across the database; (ii) data is clearly defined; (iii) users access data concurrently, in a form that suits their needs; (iv) there is provision for data security and recovery control (all data is retrievable in an emergency).
- Ability to manage large data using MySQL/Postgre-SQL RDBMS and understand the concept of Software life cycle
- Other responsibilities include the design new databases and creation of dashboards products, charts, pivot reports, automated data output generation, reports and statistics.
- Regularly performs routine tests and modifications to ensure that a database is performing and running correctly. Troubleshoots the programs and hardware in case of problems; and propose necessary repairs or changes needed to fix the problem.
- Supports training and capacity building of state database officers.
- The senior database officer will be expected to spend 25% of the time in the FMOH DPRS, 25% at the national malaria control program office and 50% at the MAPS office. Travels to state officers to provide oversight may also be required.
Requirements
- Bachelors’ degree in Mathematics / Computer Science or related discipline, with a minimum of 7-9 years relevant experience or Masters degree with 5-7 years experience in Malaria, TB, HIV/AIDS control or Development related area. Experience working with NGOs and CBOs required.
- A post-graduate degree in a related Medical Statistics and Epidemiology discipline is an advantage.
- Knowledge of DHIS2 is mandatory; knowledge of Epi-Info, SPSS and any RDBMS is desirable.
- Must be proficient in database platforms, programming languages, and other information technology such as but not limited to: Windows/NT, Oracle, and SunGuard SCT Banner.
- Experience in database security, performance tuning, and backup and recovery procedures is a must,
- Must be able to work both independently and collaboratively.
- Must be able to work with the software development group and IS infrastructure to solve application issues and/or database issues.
- Previous supervisory experience is an advantage
