Global Rights is an international human rights and governance capacity-building non-governmental organization. Founded in Washington, D.C, in 1978 with the name International Human Rights Law Group, the organization changed its name to Global Rights: Partners for Justice in 2003 on the occasion of its 25th anniversary. In December 2014 it shut its Washington headquarters and devolved the center of its operations to its country office in Nigeria, from where the organization continues to work with local activists in Africa to promote and protect the rights of marginalized populations.

We are recruiting to fill the position below:

Job Title: M&E Consultant to Track the Impact of Citizen Engagement on Legislative Processes

Location: Nigeria
Timeline: The consultancy is expected to last 4 weeks
Reporting Line: The consultant will report directly to the the Executive Director or the designates

Objective of the Consultancy

  • The objective of this consultancy is to assess and document the measurable and qualitative impact of citizen engagement activities on legislative processes and produce a publication-ready Impact Report that captures key findings, transformative changes, and strategic lessons.

Specifically, the consultant will:

  • Track and analyze the extent to which citizen inputs influenced legislative debates, committee work, motions, bills, or oversight actions.
  • Assess the responsiveness of lawmakers to citizen-generated recommendations.
  • Evaluate inclusiveness, quality of participation, and sustainability of engagement mechanisms.
  • Produce a compelling, accessible, and evidence-based Impact Report suitable for public dissemination.

Scope of Work
Impact Tracking and Legislative Analysis:

  • Review project documentation to gain relevant insight into the project.
  • Monitor the impact of citizen engagement activities on legislative processes 
  • Track feedback from citizens and lawmakers 
  • Evaluate the overall effectiveness of the project in enhancing democratic participation.
  • Develop an impact report.

Deliverables:

  • Inception Report (methodology and detailed workplan)
  • Draft Impact Report
  • Final Published Impact Report (incorporating feedback)

Intellectual Property Rights:

  • All intellectual property rights arising from the consultancy will be the property of Global Rights.
  • The research team will not disclose or use any confidential information obtained during the consultancy for any other purpose without the written consent of Global Rights.

Confidentiality and Ethical Considerations:

  • The research team will ensure that all data collected during the consultancy is treated with the utmost confidentiality and in accordance with ethical principles.
  • In particular, the team will obtain informed consent from all participants before collecting any data and will ensure that data is stored securely and only accessible to authorized personnel.
  • The team will also comply with any relevant legal and ethical standards and will report any ethical concerns or violations to Global Rights immediately.

Expected Qualifications

  • Master’s Degree in Political Science, Public Policy, Development Studies, Law, Governance, or related fields
  • Demonstrated experience in legislative strengthening, governance programming, or democratic accountability initiatives.
  • Proven expertise in monitoring, evaluation, and impact reporting.
  • Strong analytical and narrative writing skills.
  • Experience producing high-quality public-facing reports.
  • Fluency in English.
