Job Title: Monitoring, Evaluation and Learning (MEL) Expert

Locations: Abuja and Lagos

Job Role

  • We are seeking an experienced Monitoring, Evaluation and Learning (MEL) Expert to lead the design and delivery of high-quality MEL frameworks that support evidence-based decision-making and program effectiveness.
  • The successful candidate will be responsible for developing and implementing MEL strategies aligned with theories of change and results frameworks, ensuring that projects generate actionable insights and measurable impact.
  • The role will involve designing monitoring systems developing indicators, conducting evaluations, and producing insightful learning reports that inform strategic decisions.
  • The MEL Expert will also oversee quality assurance across all stages of MEL work, including data collection, analysis, reporting, and knowledge dissemination.
  • Working closely with clients and project teams, the candidate will translate evaluation findings into practical learning that strengthens program performance and organizational knowledge.
  • A key responsibility will be to build the capacity of internal teams and partners to embed strong MEL practices into their work.

Requirements

  • Bachelor's Degree or higher in Monitoring & Evaluation, Development Studies, Economics, Social Sciences, Public Policy, Statistics, or a related field.
  • Formal training or certification in Monitoring, Evaluation, Research Methods, or Impact Assessment is an added advantage.
  • Strong understanding of development frameworks, program evaluation methodologies, and results- based management.

Expertise:

  • Proven experience designing and implementing Monitoring, Evaluation and Learning frameworks for development programs or large-scale projects
  • Demonstrated ability to design, track and measure performance indicators and evaluate program outcomes and impact.
  • Experience conducting impact monitoring, strategic reviews, program evaluations, and learning assessments.
  • Strong analytical capability to conduct in-depth analysis of MEL findings and translate them into actionable insights for clients
  • Ability to develop and answer learning questions, synthesize findings, and produce high-quality learning reports, evaluation reports, and presentations

Competencies:

  • 10+ years of professional experience managing and delivering MEL work, including impact monitoring, strategic reviews, and evaluations Demonstrated experience managing end-to-end MEL engagements, beyond data collection, including design, analysis, reporting, and learning integration.
  • Excellent analytical, reporting, and presentation skills, with the ability to communicate complex evaluation findings clearly.
