Job Title: Civil Works / Infrastructure Officer

Position Summary
- The Infrastructure and Road Officer is the field-based operational lead responsible for the daily inspection, maintenance coordination, and immediate repair of all roads, sidewalks, streetlights, drains, and recreational surfaces within the estate.
- This hands-on role executes daily patrols, monitors construction traffic, raises work orders for defects, and ensures all infrastructure is safe, functional, and well-presented.
- This role is critical for maintaining the day-to-day operability and safety of the estate’s infrastructure.
- The officer must be proactive, visible, and responsive, ensuring all issues are logged, tracked, and resolved promptly.
Job Duties / Responsibilities
- Walk assigned sectors of the estate to inspect roads, kerbs, sidewalks, and drainage. Document defects (potholes, cracks, blockages) using a mobile checklist app or notepad.
- Record any streetlights that were off the previous night. Report to the electrical team in a timely fashion
- Construction Traffic Monitoring: Station self at the main gate to log heavy vehicles (tippers, trucks). Liaise with Security to ensure vehicles follow approved routes.
- Work Order Generation: Input all defects found during patrol into the work order system Assign priority levels (e.g., Emergency, High, Routine).
- Site Supervision: Visit active repair sites to confirm work is proceeding as per instruction and quality standards.
- Generation of estimate for connection of new residents’ new development to power, water and Sewage. (The Civil aspect)
- Contractor Coordination Meeting: Every Tuesday, meet with maintenance contractors to review the week's work orders, assign tasks, and clarify expectations.
- Inter-Departmental Briefing: Prepare the weekly Operations Meeting (e.g., every Wednesday) with Security, Environment, and Utilities to report infrastructure status and coordinate on issues.
- Asset Cleaning Check: Verify weekly that road signs, bollards, and street furniture are clean and legible.
- Inspect all major drains and culverts for blockages or structural damage, especially before rainy seasons. Produce and replace damaged slabs.
- Prepare regular updates on all ongoing infrastructure projects for management.
- As projects are approved, prepare detailed Bills of Quantities for materials and labor (e.g., for road patching, curb replacement, light pole installation).
- Check inventory levels of common repair materials (Reinforcement, cement, kerb stones) monthly and raise requisitions when stock is low.
- Issue warning to heavy-vehicle drivers violating routes. Escalate second offences to Security and the Facilities Manager in writing.
Administrative & Reporting Processes:
- Daily Log: Maintain a daily diary of patrols, incidents, vehicle counts, and contractor interactions.
- Provide summary of the weekly activities, defects found, repairs completed, and pending issues every week.
- Photo Documentation: Take before/after photos of all major defects and repairs for the digital record.
- File Management: Keep all work orders, inspection reports, and contractor dockets organized in the designated filing system.
- Log all concerns with utmost discretion with residents and provide a reference number from the work order system
- Provide Immediate Hazard Response where necessary and alert the Facilities Manager.
Requirement / Qualifications
Education & Experience:
- HND or Bachelor’s Degree in Civil Engineering, Building Technology, or related field.
- 3-4 years of direct, hands-on experience in road maintenance, site supervision, or civil work.
- Must have experience using basic surveying tools, reading site drawings, and preparing BOQs.
Required Skills:
- Practical knowledge of road construction and repair methods.
- Ability to work independently outdoors in.
- Basic computer skills for email, reports, and work order systems.
- Strong observational skills and attention to detail.
- Good communication skills for dealing with contractors, residents, and other departments.
