Overview
- Under the guidance and supervision of the Secretary-General, the holder shall coordinate technical support for Parliament, particularly in the areas of parliamentary work, parliamentary reports, no, documentation and language services.
Functions and Responsibilties
- Plan and coordinate the activities of the Directorate of Parliamentary Affairs and Research;
- Organize and ensure the regular functioning of parliamentary procedures;
- Draft the reports of Parliament's sittings; coordinate and supervise the activities of the units responsible for the são and documentation;
- coordinate the drafting of the agenda and the work programme of Parliament's sessions and parliamentary bodies;
- Prepare the preliminary draft of Parliament's annual activity report in collaboration with the other Directorates/Divisions of the General Secretariat.
- support in maintaining relations between the Community Parliament and national parliaments and with interparliamentary institutions;
- Assist the Secretary-General in the planning and implementation of Parliament's activities;
- Perform any other duties assigned to it.
Qualifications
Academic Qualifications and Experience:
- Master`s Degree in Law, Public Administration, Social Sciences or other related discipline, obtained in a recognized University, at a minimum;
- Twelve years of professional experience, including six years of relevant international experience and five years at the supervisory level;
- Knowledge and understanding of the theories, concepts and approaches relevant to ECOWAS integration programs;
- Experience in the management of parliamentary procedures, processes and practices;
- Knowledge of strategic planning, implementation and general management;
Key Skills of ECOWAS:
- Senior leadership experience in establishing strategic partnerships, working collaboratively and building consensus with various internal and/or external stakeholders on complex issues in a multidisciplinary government or international organization.
- Knowledge of the mandate of ECOWAS, strategic plan/priorities, as well as the state/economic, political and social trends of the Member States, with regard to their own scope of work.
- Consistency in actions, values, methods, confidentiality, ethics, measures, principles, expectations and results that connote a deep commitment to doing the right thing for the right reason, regardless of the circumstances.
