Job Summary
- We are seeking a competent and detail-oriented Quantity Surveyor / Quality Assurance Officer to oversee cost management, contract administration, and quality control for water infrastructure projects.
- The ideal candidate must have hands-on experience in cost estimation, BOQ preparation, contract administration, and implementation of quality assurance procedures on projects such as water treatment plants, reservoirs, transmission mains, pumping stations, and distribution networks.
- Experience handling donor-funded, NGO-sponsored, or government infrastructure projects is highly desirable.
- The role requires strong financial oversight capability combined with the ability to enforce quality standards and ensure compliance with project specifications and regulatory requirements.
Key Responsibilities
Cost Management & Quantity Surveying:
- Prepare cost estimates, budgets, and Bills of Quantities (BOQs) for water infrastructure projects.
- Conduct tender analysis and support procurement processes.
- Prepare interim valuations, payment certificates, and final accounts.
- Assess variations, claims, and change orders.
- Monitor project costs and ensure adherence to approved budgets.
Quality Assurance & Compliance:
- Develop and implement Quality Assurance/Quality Control (QA/QC) plans.
- Ensure construction activities comply with approved drawings, specifications, and standards.
- Conduct site inspections to verify quality of materials and workmanship.
- Monitor testing of materials (concrete, pipes, fittings, etc.) and verify compliance.
- Ensure corrective actions are implemented where deficiencies are identified.
Contract & Donor Compliance:
- Ensure adherence to Nigerian procurement regulations and donor guidelines.
- Maintain proper documentation for audit and reporting purposes.
- Support project audits and compliance reviews.
- Assist in ensuring environmental and safety standards are maintained.
Project Coordination:
- Work closely with Project Managers, Engineers, and contractors.
- Attend site meetings and provide commercial and quality advisory support.
- Verify executed quantities and certify works completed.
Requirements
Education & Experience:
- BSc/HND in Quantity Surveying, Civil Engineering, Construction Management, or related field.
- Minimum of 7 years of relevant experience in quantity surveying and/or quality assurance for infrastructure projects.
- Proven experience in water infrastructure, civil works, or public works projects is required.
- Experience handling donor-funded, NGO-sponsored, or government projects is highly desirable.
Professional Certification (Compulsory):
Technical Competencies:
- Strong knowledge of BOQ preparation, cost control, and contract administration.
- Familiarity with FIDIC or similar standard contract forms.
- Strong understanding of QA/QC procedures in civil and water infrastructure works.
- Ability to interpret technical drawings and specifications.
- Proficiency in MS Excel and cost management tools.
