Job Title: Technical Consultant for Optimization of T.B Situation Rooms

Purpose of the Consultancy

  • We are searching for a consultant to strengthen, integrate, and operationalize TB Situation Rooms in Nasarawa, Bauchi, and Oyo, ensuring that states are equipped to use real‑time TB data for decision‑making, performance monitoring, and improvement of life‑saving TB treatment outcomes.

Objectives of the Consultancy
The consultant will:

  • Support the establishment, integration, or strengthening of functional TB Situation Rooms (TBSRs) in the three target states using the completed needs assessments.
  • Develop and implement state specific TBSR strengthening plans, aligned with national TB program guidance.
  • Enhance TB data analytics, visualization, and reporting systems within the situation rooms (APPR, CARD, TB dashboards, LAMISPlus).
  • Build the capacity of state TB teams (STBLCPs, IPs, SMOH) to operate, analyze, and use the TBSR for routine monitoring.
  • Support cross cutting integration of TB with existing HIV situation room methodologies, CQI practices, and GHSD/HAO reporting processes.
  • 6rovide technical documentation and reports to support sustainability and government ownership.

Primary Duties and Responsibilities
Strengthening of TBSR Infrastructure and Operations
Using the findings from Benchmark 1.5a, the consultant will:

  • Develop a detailed TBSR Strengthening Implementation Plan for Nasarawa, Bauchi, and Oyo.
  • Recommend and support procurement/installation of priority items (equipment, furniture, connectivity, visualization tools), as needed per assessment findings.
  • Define standard workflows for TB data review, dashboard management, and visualization use within the TBSR.
  • Integrate TB functionality with existing HIV situation room frameworks in the states.

TB Data Analytics, Reporting, and Visualization
Working with the Data.FI SI team, GHSD/HAO, and NTBLCP, the consultant will:

  • Configure/enhance state TB dashboards to include indicators for: 
    • TB case finding
    • TB treatment outcomes
    • DR TB metrics
    • TB/HIV co infection metrics
    • CAD/X ray integration outcomes
    • Contact investigation and LTBI cascades
  • Improve interoperability and data flows between LAMISPlus TB module >> LAMISPlus Sync >> APPR >> CARD
  • Ensure dashboards update weekly or monthly according to reporting requirements.
  • Conduct state level data analysis and produce data use briefs on emerging TB performance trends.
  • Validate TB datasets (completeness, coherence, consistency) used in TBSRs.

Capacity Building and Mentorship for State TB Teams:
The consultant will:

  •  Conduct hands on mentorship for STBLCP M&E/data teams on: 
    • Operating the TBSR
    • Running review meetings
    • Using APPR/CARD dashboards
    • Conducting data triangulation across systems
    • Applying QI methods to TB performance issues
    • Train states to independently generate monthly performance summaries.
    • Support STBLCPs to embed TB metrics into existing HIV CQI and situation room routines.

Facilitation of TB Data Review Meetings
The consultant will:

  • Support bi weekly or monthly TB data review meetings per state.
  • Prepare analytic presentations using APPR/CARD/TB dashboards.
  • Document meeting minutes, performance gaps, action items, and follow up outcomes.
  • Support IP SMOH coordination for data driven decision making.

Integrating CAD (AI Powered X ray) Screening Documentation
Where states use Portable X ray Devices:

  • Train facilities on proper documentation of CAD scores in LAMISPlus.
  • Conduct supervisory visits to monitor use of CAD TB functionality.
  • Provide technical feedback to optimize state readiness for PDX CAD integration.

Development of TBSR Monitoring Tools and Sustainability Frameworks
The consultant will:

  • Develop standard tools for: 
  • State TBSR performance monitoring
  • Monthly summary reports
  • CQI trackers for TB metrics
  • TBSR operational checklists
  • Produce documentation to support transition to government ownership.
  • Ensure alignment with NTBLCP national standards, GHSD/HAO supported systems, and state level governance mechanisms.

Reporting, Documentation, and Knowledge Products
The consultant will be responsible for:

  • Monthly progress reports on TBSR integration.
  • Technical documentation for each TBSR.
  • A final detailed report summarizing: 
    • State readiness
    • Interventions implemented
    • TB outcomes improved
    • Sustainability recommendations
    • Contribution to quarterly TB bulletins and data use briefs.

Deliverables

  • State specific TBSR Strengthening Plans for Nasarawa, Bauchi, and Oyo.
  • Enhanced TB dashboards and visualization tools integrated into situation rooms.
  • Monthly TBSR operational reports, including meeting minutes and performance dashboards.
  • Mentorship and capacity building reports, including activity logs and participant lists.
  • Supervisory visit reports (especially for CAD TB states).
  • Data use briefs on TB treatment outcomes and emerging trends.
  • Final Consultancy Technical Report summarizing achievements, gaps, and sustainability plan.

Level of Effort (LOE):

  • Suggested LOE: 20 - 30 days over a 1-2 month period (adjustable to our internal plan and remaining months of implementation)

Required Qualifications

  • 7 - 10 years’ experience in TB program management, M&E, health informatics, or digital health.
  • Experience working with NTBLCP, STBLCPs, or PEPFAR funded TB/HIV programs.
  • Demonstrated expertise in data analysis, dashboard development, and visualization (Power BI, DHIS2, APPR/CARD).
  • Experience with LAMISPlus and/or TB digital tools preferred.
  • Strong technical writing, capacity building, and facilitation skills.

Reporting Lines
The consultant will report to:

  • Data.FI TB Technical Advisor
  • GHSD/HAO Nigeria focal points (as needed).

Work Location
Remote and in person support (as needed) in: 

  • Nasarawa
  • Bauchi
  • Oyo
  • With periodic sessions at national level (NTBLCP/FMOH) and virtual meetings.
