Job Title: Head of Monitoring, Evaluation & Learning

Description

  • The Head of Monitoring, Evaluation & Learning (MEL) is responsible for the overall coordination, quality assurance, and outcomes of the MEL function for the TTS Nigeria programme.
  • The role ensures the programme can credibly evidence results across training, placement, and inclusion outcomes, while generating learning to support adaptive decision-making and continuous improvement.

Duties

  • Lead the design, coordination, and implementation of the programme’s Monitoring, Evaluation, and Learning (MEL) strategy, including indicators, tools, baselines, and reporting cadence.
  • Establish and maintain MEL systems and tools to track training, employment placement, and inclusion outcomes across all delivery partners.
  • Coordinate baseline assessments and ensure timely and accurate data collection from programme inception.
  • Build and maintain performance dashboards and reporting tools to support real-time programme monitoring and management decisions.
  • Produce learning briefs, insight notes, and performance summaries to inform programme leadership and stakeholders.
  • Ensure consistent use of disaggregated data (gender, disability status, displacement status, geography) to monitor inclusion outcomes and equity gaps.
  • Lead data quality assurance processes, identifying risks, gaps, and inconsistencies, and coordinating corrective actions with delivery teams.
  • Coordinate evaluations and applied research activities, including development of Terms of Reference (ToRs), oversight of consultants, and dissemination of findings.
  • Ensure full compliance with data protection, consent management, access controls, and ethical handling of participant data.
  • Maintain audit-ready MEL documentation, including tools, methodologies, datasets, and reporting outputs.
  • Support a culture of learning by translating MEL evidence into practical recommendations for programme design and delivery improvements.

Minimum Requirements

  • Bachelor’s Degree in Economics, Statistics, Social Sciences, Development Studies, Public Policy, or a related field (Master’s degree is an added advantage).
  • Minimum of 5 years’ experience in Monitoring, Evaluation, and Learning roles within development, workforce, education, or employment-focused programmes.
  • Demonstrated experience in indicator design, baseline development, and data quality management.
  • Proven experience working with disaggregated data (gender, disability, displacement, geography).
  • Strong analytical writing, synthesis, and reporting skills.
  • Experience with ethical data handling and data protection practices.
