Purpose of Assignment
  • In support of the Government of Nigeria's efforts to address the country's water and sanitation challenges, UNICEF signed a Contribution Agreement with the Government of the United Kingdom of Great Britain and Northern Ireland to implement the 2nd phase of "Sanitation, Hygiene and Water in Nigeria (SHAWN)" project within the period of 2014-2018. So far, SHAWN is being implemented in 40 LGAs of Bauchi, Benue, Jigawa, Kaduna, Katsina & Zamfara states with varied levels of achievements cutting across the components of Water supply, sanitation & hygiene in communities, schools and health centers. The second stage of SHAWN II began with the selection of additional twenty LGAs in Jigawa, Katsina & Kaduna states.
  • Now that the twenty new LGAs have been selected for implementation of SHAWN II, there is a need to conduct a baseline survey (Infrastructure inventory and social survey) in the communities in the twenty LGAs.
  • Resource persons, facilitators and Community Enumerators have been identified for the baseline survey and an orientation/planning meeting will be convened from April 12 – 16, 2016.
  • Immediately after the selection, each LGA will be supported to conduct the baseline survey leading to the development of a LGA Profile.
  • The baseline data and the profile will help SHAWN assist the respective LGAs to develop their respective Investment plans.
  • In order to ensure that the baseline data is conducted in the available time and planned resources with highest quality in a coordinated fashion, a Baseline Survey Consultant is being hired.
  • The baseline survey consultant will be responsible for overall supervision and coordination of the baseline survey in the three states and subsequent development of baseline LGAs profiles
Specific Project Objective to which the Consultancy is created:
  • Conduct of Infrastructure and social survey in twenty LGAs ensuring that State Level Community Data Sheet is populated with the logframe indicator data that will be migrated into WASHIM immediately/directly and that LGA profiles are accordingly developed.
Terms of Reference for the engagement of Baseline Survey Consultant for the conduct of Baseline Survey; development of profiles for 20 shawn LGAs of Jigawa, Katsina & Kaduna States.

Major Tasks to be Accomplished

This consultant shall, with support from a data management expert, complete the following tasks:
  • Task 1: The Consultant shall review the baseline survey tools and data collection methodology and will ensure that all survey Resource Persons and Enumerators have properly understood all aspects of the survey. The consultant will develop a concrete implementation, quality assurance and reporting plan for the survey and submit an inception report.
  • Task 2: The Consultant will provide overall guidance and support processes for the conduct of the survey in the 20 LGAs leading to timely completion of the survey as per schedule in close coordination with UNICEF field offices, NCO and respective LGAs. The consultant will also be responsible for overall data quality assurance based on a rigorous data validation and quality control.
  • Task 3: The consultant is responsible for providing supervision and monitoring of the on-going survey in the three states.
  • Task 4: The Consultant shall develop baseline process manual and develop 20 LGA WASH Profiles.
  • Task 5: The Consultant will submit final consultancy report alongside soft copies of all reports.
End Product
Deliverables:
  •  Inception report with detailed modalities, work-organization and schedule for the delivery of tasks within two weeks.
  • Weekly progress reports elaborating achievements against schedule, quality control measures and plans for the upcoming weeks by Friday of every week.
  • A process manual on the baseline and will develop 20 LGA WASH profiles within the two months
  • Final consultancy report by the end of the consultancy.
Reports:
  • The final consultancy report shall be submitted on or before the last day of this consultancy.
  • 2 hard copies of every report shall be submitted as well as an electronic copy of all reports and data compiled in a CD or flash drive.
  • The format for all reports shall be A4 paper size, double-spaced and bound with good quality material and be submitted in English.
  • In addition, Consultant will share power point presentations for each report.
Qualifications or Specialized Knowledge/Experience required
Baseline Survey Consultant - NOC

Qualifications and Skills:
  • The expert should be educated to Master's Degree in Management Studies, Economics, Statistics or any other relevant arm of Social Sciences.
  • S/he should have working experience in public sector management, especially in public expenditure management and investment planning.
  • It is desirable but not essential that the expert should also have experience of planning for the water supply and sanitation sector.
General Professional Experience:
  • At least 10 years of professional experience.
Specific Professional Experience:
  • At least 8 years-experience in carrying out similar assignments.
  • Experience in leading and managing multidisciplinary consulting assignments.
  • Expertise in programme management up to project levels.
Other General skills required for this Assignment include:
  • Ability to effectively lead participatory discussions with government officers and other stakeholders.
  • Excellent training, facilitation and IT skills with ability to manage large group processes
  • Ability to work effectively with top policy makers and development partners and push for results
  • Commitment to UNICEF's mission and professional values;
  • Language: Excellent English (written and oral) necessary;
  • Excellent analytical, communication and inter-personal skills.
