Benek Engineering Company Limited (BECL) is an indigenous onshore and offshore engineering contracting company headquartered in Port Harcourt, Rivers State, with an overseas office in Houston, Texas. Incorporated in 1984, BECL provides highly skilled project management, maintenance, and construction services to the Oil and Gas industry. Our services include pipeline construction, wellhead supply/installation/maintenance, plant installation, inspection services, non-destructive testing (NDT), heavy duty equipment maintenance, shutdown and turnaround management, slickline and e-line services, and pressure control. BECL serves major IOCs including Shell, AGIP, Chevron, NNPC, Total, ExxonMobil/SEPLAT, and Addax. We are a corporate member of the Nigerian Society of Engineers (NSE), Nigerian Corrosion Association (NICA), Nigerian Institute of Welding (NIW), Oil & Gas Trainers Association of Nigeria (OGTAN), and the American Welding Society (AWS). BECL is also an authorised distributor of XCMG cranes and forklifts.

We are recruiting to fill the position below:

Job Title: Public Liaison Officer

Ref: ECL/2026/PLO-016
Location: Port Harcourt, Rivers  (with deployment to field locations including Bonny, Brass, Forcados, and onshore flowstations across the Niger Delta)
Employment Type: Full-time

Role Summary

  • Manage BECL relationships with host communities, government agencies, traditional rulers, and other external stakeholders in the Niger Delta.
  • Ensure smooth project execution by proactively managing community engagement, resolving disputes, and maintaining the company social licence to operate.

Key Responsibilities

  • Serve as the primary point of contact between BECL and host communities in project operational areas.
  • Conduct community engagement, stakeholder mapping, and social impact assessments for project locations.
  • Negotiate and manage community agreements (MoUs, employment quotas, community development commitments).
  • Resolve disputes, grievances, and community-related project disruptions promptly and diplomatically.
  • Liaise with local government, state agencies, security agencies, and traditional rulers.
  • Support the company CSR (Corporate Social Responsibility) programme in the Niger Delta.
  • Prepare community engagement reports for management and clients.
  • Monitor socio-political developments in project areas and advise management on risks and mitigation.

Minimum Requirements

  • HND / BSc Degree in Social Sciences, Mass Communication, Public Administration, Law, or related discipline.
  • Minimum 5 years experience in community relations/public liaison in the Niger Delta oil and gas environment.
  • Strong knowledge of Niger Delta community dynamics, host community expectations, and stakeholder engagement practices.
  • Demonstrated ability to negotiate and resolve community disputes in a volatile environment.
  • Excellent spoken and written English; proficiency in at least one Niger Delta language (Ijaw, Ogoni, Ikwerre, etc.) is highly desirable.
  • Completion of NYSC (mandatory).

Added Advantage:

  • Experience working with IOCs on community liaison (Shell, AGIP, Chevron, Total).
  • Knowledge of the Nigerian Content Act and GMoU (Global Memorandum of Understanding) frameworks.
  • Familiarity with PAYE, GMOU, and community development planning.
  • Security awareness and risk management training.

Competitive and commensurate with experience.
