We are recruiting to fill the position below:

Job Title: Health, Safety & Environment (HSE) Officer

Location: Lekki, Lagos
Employment Type: Full-time

Description

  • We are looking for a proactive, knowledgeable, and people-focused HSE Officer to lead the implementation and day-to-day management of health, safety, and environmental standards across CTL Atlantis’s active construction sites.
  • In this role, you are not just the person who fills in forms you are the person who makes sure everyone goes home safe. You will identify hazards before they become incidents, train site personnel to work safely, enforce compliance firmly but constructively, and ensure that our operations meet all relevant Nigerian HSE regulations and CTL Atlantis’s own standards.
  • This role requires someone who takes safety personally, communicates well at all levels from labourers to the Construction Manager and is not afraid to stop work when something is not safe.

Core responsibility areas
This role spans four key areas. All four require your consistent attention:
Hazard identification & risk management:

  • Proactively identify site hazards, conduct risk assessments, and ensure controls are in place before work begins. Do not wait for an incident to expose a risk.

Safety compliance & enforcement:

  • Ensure all workers, contractors, and visitors comply with site safety rules, PPE requirements, and Nigerian safety regulations at all times. Stop unsafe work immediately.

Training & safety culture:

  • Deliver regular toolbox talks, inductions, and safety briefings. Build a culture where every person on site understands their role in keeping the site safe.

Environmental management:

  • Monitor and manage the environmental impact of site activities — waste disposal, material storage, noise, dust, and pollution — in line with regulations and CTL Atlantis’s eco values.

What you will do day to day

  • Conduct a morning site safety inspection before work commences and address any hazards or non-compliance before activities begin
  • Deliver daily or weekly toolbox talks to site workers and contractors covering relevant hazards, safe work practices, and lessons from recent incidents
  • Carry out and document site risk assessments and Job Hazard Analyses (JHAs) for all high-risk activities including working at height, excavation, lifting, and electrical work
  • Enforce PPE compliance at all times — no worker enters an active site area without appropriate personal protective equipment
  • Investigate all incidents, near-misses, and unsafe conditions promptly, determine root cause, and submit a written incident report to the Construction Manager within 24 hours
  • Maintain and update the site HSE register including risk assessments, method statements, accident records, inspection logs, and training records
  • Conduct regular audits of contractor and subcontractor HSE compliance and escalate persistent non-compliance to the Construction Manager immediately
  • Monitor environmental activities on site — waste segregation and disposal, management of hazardous materials, dust and noise control
  • Coordinate with external HSE regulatory bodies and inspectors when required, and ensure the site is always inspection-ready
  • Manage and inspect all safety equipment and emergency response resources on site — fire extinguishers, first aid kits, emergency assembly points, and signage
  • Report all HSE statistics, incidents, and compliance updates to the Construction Manager on a weekly basis

Non-negotiables for this role

  • You must be willing and ready to stop any site activity that you determine to be unsafe regardless of schedule pressure or who is asking. No project deadline justifies putting a life at risk. This authority comes with the role and is fully backed by CTL Atlantis management.

What success looks like

  • Zero lost-time incidents on site during your tenure
  • Daily site inspections completed and documented without gaps
  • All workers and contractors on site can correctly identify the key hazards of their work and the controls in place
  • Toolbox talks are delivered consistently, attended by all site personnel, and recorded in the HSE log
  • All incidents and near-misses are investigated and reported within 24 hours with a root cause identified
  • The site passes any external HSE inspection without major findings
  • Environmental compliance is maintained — no regulatory notices, waste violations, or pollution incidents
  • The Construction Manager receives a reliable weekly HSE report with accurate data every week

What we are looking for

  • BSc or HND in Occupational Health and Safety, Environmental Science, Civil Engineering, or a related field
  • Minimum of 2 years’ dedicated HSE experience, with at least 1 year on a construction or property development site
  • A recognised HSE certification is required — NEBOSH General Certificate, ISPON certification, or equivalent
  • Strong knowledge of Nigerian safety regulations including the Factories Act, Environmental Impact Assessment Act, and relevant Federal Ministry of Labour guidelines
  • Demonstrated ability to conduct and document risk assessments, incident investigations, and HSE audits
  • Confident communicator — able to deliver toolbox talks, address non-compliance firmly, and brief the Construction Manager clearly
  • Physically capable of conducting thorough site inspections across all areas of an active construction site
  • A genuine commitment to safety as a value — not just a compliance requirement

What this role requires:

  • Physical presence on site every working day — HSE cannot be managed from an office
  • The confidence to stop unsafe work and the professionalism to do it constructively
  • Discipline in documentation — every inspection, every incident, every toolbox talk must be recorded without exception
  • Ability to influence behaviour at all levels — from casual labourers to senior contractors — without relying on authority alone
  • Availability to respond to site emergencies outside of standard working hours when required.
