Executive Summary
- The ICT Coordinator oversees all ICT infrastructure of the Foundation and leads a multi-disciplinary digital team supporting the Foundation’s humanitarian operations from secure beneficiary registration during free medical outreaches, through the Foundation’s ICT Centre at Enugwu Ukwu, to digital storytelling of programme impact.
- This role is vital for safeguarding beneficiary-data integrity, ensuring uninterrupted technology services during high- volume outreach periods, and projecting the Foundation’s reach across the communities it serves in Anambra Central Senatorial Zone.
Job Description
- Beneficiary Data Management: Oversee the secure capture, storage, and stewardship of beneficiary data across the annual medical outreach, scholarship schemes, widow-support registers, and youth-empowerment programmes.
- System Architecture: Design and maintain secure, reliable systems for beneficiary registration, programme reporting, and public-facing communications across the Foundation’s communities of operation.
- Digital Team Leadership: Lead a multi-disciplinary team including data officers, communications staff, photographers/videographers, and web developers to produce accurate field coverage, impact stories, and trend analysis.
- Data Integrity: Coordinate all technical efforts to ensure a Single Source of Truth for beneficiary records across medical, education, and empowerment platforms; eliminate duplication and reconcile field-to-office data flows.
- ICT Centre Oversight: Manage the day-to-day operations of the Foundation’s ICT Centre at Enugwu Ukwu, including hardware maintenance, software licensing, instructor support, and curriculum tools for trainees.
- Cybersecurity & Data Protection: Manage cybersecurity risks across the Foundation’s physical ICT infrastructure and sensitive beneficiary records, ensuring full compliance with the Nigeria Data Protection Act (NDPA/NDPR) and safeguarding standards for vulnerable persons.
- Digital Outreach: Coordinate the Foundation’s website, social media channels, and live coverage of outreaches and empowerment events to amplify the Foundation’s mission of Service to Humanity.
- Disaster Recovery: Oversee and test backup and disaster-recovery protocols to prevent downtime during high-volume outreach periods, including the annual medical mission serving hundreds of thousands of beneficiaries.
Requirements
Core Education:
- Bachelor’s or Master’s degree in computer Science, Information Systems, Information Security, or Software Engineering. Cybersecurity Credentials
- Recognized certifications such as CISSP, CISM, CompTIA Security+, or Certified Ethical Hacker (CEH).
- NDPR/NDPA Data Protection Officer (DPO) certification is a strong plus.
- Network Expertise
- Certification in network architecture (CCNA, CCNP, or equivalent), with practical experience designing resilient connectivity, VPN tunneling, and remote-site access for distributed field operations.
Qualification Requirements:
Professional Background:
- Minimum 8 years of experience managing ICT systems, with strong preference for prior work in NGOs, public-health programmes, government, or large humanitarian operations involving sensitive beneficiary data.
Digital Production & Visualization:
- Solid proficiency in field-production workflows (DSLR/mirrorless video, lightweight studio setups livestreaming via RTMP/SRT) for coverage of medical outreaches and empowerment events.
- Working proficiency in visualization tools (Power BI, Tableau, or Google Looker Studio) for impact dashboard and donor reporting.
Database & Data Management:
- Working knowledge of relational and cloud databases (PostgreSQL, MySQL, Airtable, or comparable NoSQL stores).
- Hands-on experience with beneficiary-management and mobile-data-collection platforms (CommCare, KoboToolbox, ODK) to ensure zero data discrepancies between field and head office.
- Incident Response & Resilience
- Proven track record of identifying and managing cyber incidents, data breaches, or system failures during live operations.
- Practical experience deploying reliable connectivity (LTE/4G failover, VSAT, mesh Wi-Fi) for multi-site outreaches in semi-urban and rural settings.
- Adaptive Leadership
- Experience leading diverse teams across field and office settings, including community-level data collectors, instructors, and senior technical staff with differing communication styles and technical backgrounds.
