Job Title: Meal Officer

Location: MMC / JERE, Borno

Position Summary

  • The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, under the supervision of the MEAL manager, supports the MEAL manager to provide methodological and technical support to teams in order to ensure the quality of MEAL tools in projects and programmes, working within the framework established by the MEAL department/organisation.
  • Also, as the MEAL Officer with previous experience in CFRM, will supervise the CFRM assistance by ensuring a Structural andclearfeedback /complaints channels are maintained, and complaints channelled internally to the appropriate department
  • The MEAL Officer will also ensure that MEAL approaches, methods, and tools are relevant and consistent across Tdh programmes and partner organisations. Helps plan and implement activities requiring specific MEAL expertise.
  • The Officer helps develop a dynamic approach to MEAL inside and outside Tdh (as part of regional partnerships, networks, centers of expertise, working groups, etc.). Ensures MEAL is an integral part of the program department, and the M&E department plays a support role for the program department. Support to develop, especially for the program department, an institutional culture that encourages critical thinking, collective learning, and teamwork, as part of the organisation’s focus on quality and accountability.
  • The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing.
  • Finally, in the capacity of MEAL Officer, will ensure that data trends and analyses are able to be extracted from the information entered into the system.
  • Will also ensure data is gathered to report in the monthly 5Ws, shared with the appropriate sector, which ensures high-quality information management of target beneficiaries in the project.
  • Will also support the Design, Monitoring, Evaluation, and Learning Team as required

Key Responsibilities
Technical Responsibilities Support:

  • Lead the field-level operationalization of the project MEAL throughout the life of the project, while supporting the programs team with tools and capacity building to monitor and report on the implementation·
  • Operationalize the Reporting Matrix and Data Management Plan to ensure that data flow from the field to the central database is timely, accurate, and aligned with project milestones
  • Take full ownership of deploying and maintaining the Data Collection Tools (Kobo/ODK forms, FGD/KII guides)across multiple locations, ensuring they are correctly utilized by program teams.
  • Manage the field-level implementation of the Complaints Feedback and Response Mechanism (CFRM) component by ensuring that feedback channels are accessible, complaints are documented in the CFRM Database, and response timelines are respected in line with Tdh standards
  • Operationalize the Learning Plan by facilitating reflection sessions with program teams to discuss findings from the M&E reports, ensuring that data-driven evidence is used to improve project implementation.
  • Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness, and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis, and use of M&E data
  • Monitoring (during implementation)
  • Planning and implementing baseline surveys, end-line survey monitoring and evaluation exercises, and project impact assessments as stated on the MEAL work plan.
  • Helps prepare and organise routine monitoring activities and special monitoring projects. · Supports data analysis processes and assists in drafting qualitative reports for effective programme management.
  • Provides technical support to ensure that M&E information is used effectively and adapted to target audiences during operational and strategic decision-making, at the delegation and in coordination with the head office, including for institutional reporting.
  • Informs the Project manager of any unmet targets, contextual changes (risks and opportunities), and negative effects on beneficiaries.
  • Develops project-associated MEAL tools and guidelines and ensures that the relevant staff and partners are trained and coached on the use of these tools throughout the life of a project.
  • Ensures the monitoring of program quality independently of the program's team, with the support of the MEAL manager, with the use of methods and instruments such as quality check lists, process monitoring, post-implementation monitoring, and KAP.
  • Ensures regular field visits to Tdh & partner programming locations to verify implementation and to conduct data quality audits, also to meet beneficiaries and get their feedback.
  • Applies Mobile data collection instruments where applicable, and supports the programs team in developing databases and a simple information management process to track and report implementation.
  • Learning & Reflections.
  • Contributes to periodical project-level reflection meetings, writing digestible reflection and learning reports.

Ethics.

  • Ensures ethical principles related to Core Humanitarian Standards are respected within all MEAL processes and programs.
  • Mainstream gender equality, fairness, and “do no harm”, data protection protocols throughout all programming processes.

Qualifications and Experience

  • Bachelor’s degree in Statistics, Economics, Development Studies, Social Sciences, Public Health, Monitoring & Evaluation, or any related field
  • Master’s degree or professional certification in M&E, Project Management or Data Analysis is an added advantage
  • Minimum of 2–3 years of progressive experience in Monitoring, Evaluation, Accountability and Learning (MEAL) within NGOs or humanitarian contexts.
  • Proven experience in designing and implementing M&E systems and frameworks, conducting baseline, midline, and endline surveys, data collection, cleaning and analysis, indicator tracking, and reporting.
  • Experience in Child Protection, WASH, Nutrition, Health, or humanitarian emergency response is highly desirable
  • Expertise in project cycle management, detailed knowledge of processes and tools, and experience in leading participative processes

Languages:

  • Fluency in English, both written and spoken, is required
  • Knowledge of local languages such as Hausa, Kanuri, and other relevant languages is an added advantage
  • Ability to write clear reports and effectively communicate findings

ITKnowledge:

  • Proficiency in data collection tools such as KoboToolbox, ODK, SurveyCTO, or similar platforms, ability to design digital questionnaires, including skip logic and validation rules
  • Advanced knowledge of Microsoft Excel, including pivot tables, formulas, and dashboards, and experience in data cleaning and validation.
  • Familiarity with Power BI, Tableau, SPSS, or STATA is an advantage.
  • Experience with information management systems such as CPIMS+ or similar databases, strong skills in Microsoft Word and PowerPoint for reporting and presentation, ability to visualize data using charts and dashboards, basic knowledge of GIS tools such as QGIS or ArcGIS is an added advantage, understanding of data protection, confidentiality, and ethical data handling
