Background

  • The REACHOUT Project aims to identify, reach, and sustain immunization uptake among zero-dose and under-immunized children through a multidisciplinary implementation science approach across Nigeria, Kenya, and Rwanda. Under Work Package 2 (WP2), the project will conduct a participatory co-design process to develop contextualized intervention bundles that address barriers to immunization uptake.
  • These interventions will require structured training for project implementers, health workers, and community stakeholders.
  • CIHP is leading the development of training manuals and learning materials for these interventions across the consortium. The materials will guide the implementation of the intervention bundles and support Training-of-Trainers (ToT) workshops as well as subsequent step-down training.
  • To support this process, CIHP will engage a Training Manual Development Consultant to coordinate the design, development, testing, and finalization of the training manuals and associated materials.

Objectives
The consultancy aims to:

  • Develop 3 set of structured training manuals and learning materials for REACHOUT intervention bundles to be adopted by Nigeria, Rwanda and Kenya.
  • Ensure that training materials reflect the outcomes of participatory co-design workshops.
  • Support the delivery of Training-of-Trainers workshops for implementers.
  • Document lessons and prepare a toolkit to support future scale-up of the interventions.

Scope of Work
The consultant will undertake the following tasks:

  • Map key user groups and training needs using stakeholder matrices and needs profiles.
  • Draft the overall training framework and manual outline for the intervention bundles.
  • Co-develop draft training manuals and materials with the REACHOUT technical team and consortium partners.
  • Develop supporting multimedia learning materials where necessary.
  • Support localization and translation of materials into accessible formats suitable for different user groups.
  • Support the planning and facilitation of an initial 5-day Training-of-Trainers (ToT) workshop.
  • Collect and analyze feedback from ToT participants and facilitators.
  • Revise and finalize the training manuals and supporting materials.
  • Develop guidance for step-down training.
  • Support dissemination of the final manuals and materials across consortium partners.
  • Document lessons learned and prepare a scale-up toolkit for the intervention packages.

Deliverables
The consultant will deliver:

  • Stakeholder training needs assessment and user group mapping.
  • Training framework and manual outline.
  • Draft training manuals and learning materials.
  • Localized and accessible training materials.
  • Support with Training-of-Trainers workshop delivery.
  • Revised and finalized training manuals and step-down training guidance.
  • Dissemination-ready training package.
  • A comprehensive report documenting the development process, feedback from the co-design workshops, and a thematic analysis of the "what worked/what didn't" during the ToT and step-down training
  • The REACHOUT Intervention Scale-up Toolkit including the following at a minimum:
    • the final standardized Training Manuals (Master Version).
    • A Facilitator Guide and slide decks
    • An automated Costing & Resource Planning Template.
    • A Post-Training Monitoring and Supervision Checklist.
    • A Strategic Roadmap for institutionalization and sustainability

Required Qualifications
The consultant should possess:

  • Advanced degree in Public Health, Education, Social Sciences, or related field.
  • At least 7 years of experience in training curriculum design and manual development
  • Demonstrated expertise in applying adult learning principles and designing competency-based curricula for diverse health and community audiences.
  • Experience developing training materials for public health or health systems programs.
  • Strong facilitation skills and experience conducting Training-of-Trainers workshops.
  • Experience working with multi-country projects or research consortia is an advantage.
