Job Title: Procurement Officer

Location: Port Harcourt, Rivers
Employment Type: Full-time

Description

  • Reporting to the Head, Procurement, the role holder is responsible for the end-to-end sourcing and purchasing of specialized vessel equipment, spare parts, and offshore services.
  • They negotiate contracts, manage vendor relationships, and ensure on-time delivery while maintaining strict compliance with maritime, health, safety, and local content regulations.

Areas of Responsibilities
Sourcing and Vendor Management:

  • Identify, evaluate, and select reliable suppliers/vendors
  • Prepare and issue Requests for Quotation (RFQs), Requests for Proposal (RFPs), and Invitations to Tender (ITTs)
  • Source and procure marine equipment, vessel spares, MRO items, bunker fuels, lubricants, and offshore consumables

Cost Management & Negotiation:

  • Analyze supplier quotations and proposals to determine best value
  • Negotiate pricing, payment terms, and delivery schedules
  • Manage procurement for technical vessel requirements (deck, engine, navigation, safety equipment)
  • Support sourcing for offshore projects, drilling campaigns, and vessel mobilization/demobilization

Supplier Management:

  • Develop and manage relationships with OEMs, Class-approved vendors, chandlers, and marine service providers
  • Maintain and update Approved Vendor List (AVL) in line with industry standards (e.g., OEM certification, Class compliance)
  • Evaluate vendors based on technical capability, HSE compliance, delivery performance, and cost competitiveness
  • Coordinate vendor onboarding, prequalification, and audits

Quality Assurance:

  • Draft, review, and manage contracts and purchase agreements
  • Ensure contracts comply with company policies and legal requirements
  • Monitor contract performance and enforce terms where necessary
  • Maintain accurate procurement records and documentation

Health & Safety:

  • Report unsafe practices, hazards, or accidents to line manager
  • Participation in all safety training programs
  • Take reasonable care of one’s health & safety, as well as their co-workers

Person Specification

Technical:

  • Bachelor’s Degree or equivalent qualification
  • Minimum 3 years’ experience in a similar role is an advantage
  • Experienced Microsoft Office Suite User with expertise in Excel and Power Point
  • Ability to use accounting software is an advantage.
