Job Description

• The Dignity Pad Initiative (DPI) is seeking a highly analytical and execution-driven Programme Officer (MEAL) to join our core executive operational team.
• At DPI, we believe that measurable impact is the foundation of institutional scaling.
• As we expand our menstrual hygiene and WASH interventions across Nigeria, the MEAL Officer will design and drive the frameworks that track our success, ensure accountability to our beneficiaries, and provide the data needed to secure major national and international grants.
• Operating at the intersection of Public Health, gender equity, and data science, this role is the "engine" of our grant-readiness. This is a critical, ground-floor opportunity for a data-driven development professional to architect the M&E systems of a fast-growing, SDG-aligned organization from the ground up.

Responsibilities

• M&E Framework Design: Develop and implement comprehensive MEAL frameworks, LogFrames, and Theory of Change models for all DPI interventions (product distribution, WASH education, policy advocacy).
• Data Collection & Analysis: Design quantitative and qualitative data collection tools (baseline, midline, and endline surveys). Oversee field-level data gathering regarding school attendance rates, hygiene practices, and period poverty reduction.
• Accountability Mechanisms: Establish and manage community feedback loops to ensure DPI remains accountable to the vulnerable women and girls we serve, integrating their voices into program improvements.
• Donor Reporting & Compliance: Analyze data and produce high-quality, evidence-based impact reports tailored to the rigorous standards of institutional donors, corporate CSR partners, and the Board of Directors.
• Organizational Learning: Translate raw field data into strategic learning. Identify what works, what doesn’t, and provide actionable recommendations to the executive team for program optimization and scaling.

Education & Qualifications

• Minimum Academic Requirement: Bachelor’s degree in Public Health, Statistics, Health Economics, Social Sciences, Development Studies, or a related field.
• Advanced Degrees: A Master’s degree (e.g., MPH, MSc) is an added advantage.
• Certifications: Specialized training or certification in M&E, Project Management for Development Professionals (PMD Pro), or Data Analytics is highly preferred.

Experience:

• A minimum of 3–5 years of hands-on experience in M&E or MEAL roles within the NGO, public health, or international development sector.
• Proven experience conducting community-level baseline surveys and writing impact reports that have successfully contributed to securing or retaining grant funding.
• Experience operating within the Nigerian context, specifically regarding public health interventions or WASH programs, is highly desirable.

Required Skills:

• Technical Data Skills: Proficiency in data collection and analysis tools such as KoboToolbox, ODK, SPSS, STATA, or advanced Microsoft Excel/Google Workspace tools.
• Analytical Writing: Exceptional ability to distill complex data sets into clear, compelling, and donor-ready impact reports and data visualizations.
• Framework Architecture: Deep understanding of logical frameworks, KPIs, and results-based management, specifically aligned with UN SDGs 3, 4, 10, and 13.
• Field Execution: Strong operational capacity to coordinate field surveys and manage community-level data gathering safely and ethically in underserved areas.
• Project Management: Excellent organizational skills to track multiple intervention timelines and reporting deadlines simultaneously.

Other Requirements:

• Time Commitment: As an operational role, this requires approximately 10–15 hours per week, including program planning, data review, and executive meetings.
• Location: Open to candidates nationwide (Nigeria), provided they have reliable internet for digital collaboration and the capacity to coordinate field data collection.
• Integrity: Strict adherence to data privacy, ethical research standards, and beneficiary safeguarding protocols.

Remuneration

• Type: Voluntary / Pro-Bono (Unpaid initially).
• The Roadmap: This core operational role is voluntary during our current rapid-scaling phase.
• Because the MEAL Officer directly generates the data required to secure institutional grants, this position is positioned at the front of the line for transition into a fully funded, full-time salaried executive role once program funding is successfully unlocked.
