The Health Strategy and Delivery Foundation (HSDF) is a not-for-profit firm established in December 2013 to improve the quality of decision-making and execution in the health and social sectors. HSDF supports key stakeholders at all levels of government and the private sector to achieve measurable and sustainable impact.

HSDF focuses on evidence, rigor, continuous improvement, and results at scale, through substantive engagements that cover conceptual design, long-term strategy, and implementation. By doing so, HSDF seeks to address complex and fundamental health system challenges and ultimately impact the transformation of the health and social sectors in Nigeria and Africa.  We focus on improving existing processes and where necessary, deviate from the status quo to introduce transformative and sustainable processes and ideas.

We are recruiting to fill the position below:

Job Title: Senior Associate (Strategy and Delivery)

Location: Abuja (FCT)

Reporting to: Team Lead
Duration: 1 year (with potential for renewal)

Job Summary

  • As HSDF continues to expand its portfolio and geographic footprint, there is an increasing need for professionals who can rapidly understand complex problems, structure ambiguity, synthesize evidence, engage senior stakeholders, develop high-quality analytical products, and support delivery across multiple workstreams.
  • To strengthen internal delivery capacity, HSDF seeks to recruit versatile, high-performing individuals who can thrive in a fast-paced, client-focused consulting environment.
  • The ideal candidate(s) will be able to pivot seamlessly across sectors and engagements, manage multiple priorities simultaneously, produce boardroom-quality outputs, and support teams in translating strategy into practical implementation and measurable results.

Objectives

  • The overall objective of this role is to provide high-quality strategic, analytical, coordination, and delivery support across HSDF’s expanding portfolio of projects and business development opportunities.
  • The successful candidate(s) will support teams to diagnose complex problems, develop evidence-based solutions, prepare high-quality client deliverables, coordinate implementation workstreams, and contribute to institutional growth through proposal development, knowledge products, and strategic partnerships.

Specifically, the successful candidate(s) will support efforts to:

  • Deliver high-quality strategic and analytical support across multiple portfolios and client engagements
  • Strengthen project execution through structured work planning, performance tracking, stakeholder coordination, and problem-solving
  • Produce compelling, evidence-based deliverables, including strategy documents, slide decks, policy briefs, analytical reports, concept notes, proposals, and implementation tools
  • Support business development by identifying opportunities, developing proposals, shaping partnerships, and preparing pitch materials
  • Strengthen HSDF’s visibility and technical positioning through knowledge products, thought leadership, and external-facing materials
  • Provide flexible surge capacity across priority workstreams, including health, nutrition, climate, agriculture, economic development, private sector engagement, social protection, and public sector reform

Responsibilities

  • Lead structured problem-solving and strategic analysis to diagnose complex challenges, generate evidence-based insights, and develop practical recommendations across multiple sectors and portfolios
  • Design and deliver high-quality analytical and technical products, including strategies, implementation plans, investment cases, policy briefs, reports, executive presentations, and decision-support tools
  • Manage and coordinate multiple project workstreams simultaneously, ensuring timely delivery of high-quality outputs, effective risk management, and alignment with client expectations
  • Support project implementation and performance management through work planning, milestone tracking, issue resolution, governance support, and delivery oversight
  • Conduct quantitative and qualitative research and analysis, including desk reviews, stakeholder consultations, benchmarking, market assessments, institutional analyses, and data-driven evaluations
  • Engage and manage relationships with government, donor, private sector, and development partners, facilitating consultations, workshops, co-creation processes, and high-level stakeholder engagements
  • Contribute to business development and organizational growth by identifying opportunities, supporting proposal development, preparing pitch materials, and cultivating strategic partnerships
  • Provide flexible technical support across HSDF portfolios, including health systems, health financing, nutrition, agriculture, climate action, economic development, private sector engagement, governance, and social protection
  • Strengthen organizational knowledge management and thought leadership through the development of knowledge products, publications, learning materials, case studies, and visibility-enhancing content
  • Support internal capacity strengthening and continuous improvement by mentoring team members, developing reusable consulting tools and frameworks, and promoting excellence in project delivery and client service.

Requirements
The ideal candidate should possess the following:

  • Advanced Degree, preferably a Master’s degree or higher, in public health, health economics, economics, business administration, public policy, development studies, international development, finance, agriculture, climate policy, social sciences, or a related field
  • An MBA, MPA, MPH, MSc, or similar graduate degree is an advantage
  • Minimum of seven (7) years of relevant professional experience in management consulting, strategy, public sector advisory, international development, health systems, economic development, or implementation support
  • Prior experience with a top-tier consulting firm, a development consulting firm, a donor-funded program, a think tank, a multilateral agency, or a high-performing public sector delivery unit is strongly preferred
  • Demonstrated experience managing or supporting multiple workstreams simultaneously
  • Experience working across more than one sector, such as health, nutrition, agriculture, climate, private sector development, economic development, social protection, or public finance
  • Experience supporting government institutions, donors, private sector actors, or multisectoral platforms
  • Experience contributing to proposals, strategy documents, investment cases, policy briefs, and analytical reports
  • Ability to break down complex problems, develop hypotheses, identify key questions, and structure analysis logically
  • Strong issue-tree thinking, synthesis, prioritization, and solution design skills
  • Strong quantitative and qualitative analytical skills; ability to work with data, extract insights, and translate analysis into clear recommendations
  • Comfortable with Excel-based analysis, desk reviews, benchmarking, and evidence synthesis
  • Excellent writing and presentation skillsand ability to prepare concise, visually compelling, and decision-oriented PowerPoint presentations
  • Stakeholder mapping and engagement planning; ability to communicate complex ideas clearly to senior stakeholders
  • Strong ability to manage timelines, deliverables, risks, dependencies, and multiple competing priorities
  • Strong attention to detail and commitment to quality
  • Strong interpersonal skills and ability to work with government, donors, private sector actors, civil society, and internal teamsefficiently
  • Ability to facilitate meetings, synthesize feedback, and build alignment
  • Comfortable working in fast-paced environments with ambiguity and evolving priorities
  • Comfortable working with project management tools/trackers and basic data analysis and visualization tools (Power BI, Tableau, or other dashboard tools; Stata, R, Python, or other statistical software)
  • Strong ownership mindset and ability to work independently
  • Ability to identify opportunities, develop new ideas, and contribute to institutional growth
  • Microsoft Office Suite expertise (including executive-level slide development, data cleaning, analysis, modelling, and visualization, report writing and formatting)
  • Desk research and evidence synthesis, Human-centred design, systems thinking, or political economy analysis
  • French language proficiency, especially for regional work in Francophone Africa, is a plus.
