Job Title: State Pharmacy and Logistics Officer
Locations: Lagos, Borno, Bauchi, Katsina & Yobe

Duration of Assignment: Full-time position for the duration of the project
Role Summary
- The State Pharmacy and Logistics Officer will be domiciled primarily at the state DMA/CMS to provide hands-on day-to-day technical and operational support to relevant personnel to facilitate effective warehouse inventory management, MNH commodity LMD planning and execution, LMIS digitization, data-driven MNH bundle commodity forecasting and quantification, DRF optimization,real-time logistics data visibility and overall strengthening of the state-level supply chain system.
- He/she will work closely with state stakeholders and implementing partners to ensure effective coordination, execution, and reporting of project activities while incrementally ensuring a sustainable, efficient, and data-driven state supply chain system. The SPLO will
- Work directly with state Drug Management Agency (DMA)/ Central Medical Store (CMS) to strengthen warehouse management systems, MNH bundle commodity forecasting and quantification
- Facilitate last-mile distribution (LMD) of PVAC-procured MNH bundle commodities and strengthen states capacity for sustainable LMD
- Strengthen DRF program to ensure uninterrupted availability of MNH bundle commodities at facilities
- Facilitate digitization of state logistics management information system (LMIS) and ensure its sustained operational effectiveness in collaboration with FIELD Intelligence
- Coordinate the program staff and overall team deliverables for each state
About the MNH-ASSIST Project
- The Maternal and Newborn Health Accelerated Scale-Up of Sustainable Supply Chain Interventions and Systems Transformation (MNH-ASSIST) project aims to improve the uninterrupted availability, beneficiary access, utilization, tracking, and reporting of MNH bundle commodities across supported health facilities. This will be achieved through multi-stakeholder collaborations that cut across various MDAs including the SMoH, SPHCDAs, DMA/CMS and health facilities, and partners like FIELD Intelligence, C4SD, ACEPHAP, TA Connect, SCIDaR, and CHAI among others.
- The project seeks to sustainably achieve the following: effective MNH commodities last-mile delivery (LMD) to facilities, improved states capacity to plan, finance, and execute LMD, digitalize states LMIS and enable real-time visibility for logistics data, consumption-driven MNH bundle commodities forecasting/quantification, and strengthened DRF programs to ensure continuous replenishment of MNH commodities.
- Additionally, the project aims to facilitate affordable access to these bundled MNH services for beneficiaries by leveraging existing government and donor-driven financing mechanisms that protect women and their families from financial risks; these include national and states health insurance schemes, free/subsidized MNCH services integrated into BHCPF 2.0 and HOPE-PHC project, and states free MNCH programs where available.
Key Responsibilities
- The SPLO will provide technical support to state DMAs/CMS and deliver on project objectives through the following activities.
Commodity LMD and Capacity Strengthening:
- Facilitate timely and effective LMD of MNH bundle commodities to intervention facilities
- Support routine development and execution of last mile distribution plans for MNH commodities
- Support route optimization planning for timely delivery of MNH bundle commodities to health facilities
- Strengthen LMD logistics through effective fleet utilization and use of 3PL where required
Routine Warehouse Management and Integration with NHLMIS:
- Strengthen routine warehouse operations including MNH commodity stock level monitoring, batch and expiry tracking, and visibility for dispatched commodities
- Track stock levels of DRF MNH commodities at the CMS and zonal stores and use the data to advise facility replenishment requisitions
- Support the integration and interoperability of NHLMIS with CMS warehouse management systems
- Provide ongoing technical support to the state to ensure continuous operation of the integrated NHLMIS in each state.
TA Support to Improve State Logistics Management Capacity:
- Facilitate the establishment and participate in states quarterly DRF commodity replenishment and LMIS performance review meetings
- Facilitate the reactivation of DRF governance and accountability structures and update of DRF policy manuals.
- Actively participate in periodic LMIS review meetings, AOP development workshops, TWGs and other relevant supply chain and coordination meetings
- Facilitate improvements in state-led budgeting and financing for sustained DRF MNH bundle commodities replenishments and LMD
- Strengthen consumption-driven state MNH bundle commodity forecasting and quantification
- Engage government agencies, implementing partners, and other stakeholders to drive project implementation and performance.
Logistics Data Management:
- Facilitate real-time access to commodity logistics data from CMS to facility-level for planning and decision-making by facilities, LGAs, state, partners and donor.
- Strengthen coordination and the flow of logistics data between the DMA/CMS, zonal stores and health facilities
- Co-develop state-level LMIS dashboards with SLDA and state stakeholders to routinely track key performance indicators
- Serve as state-level technical focal person for supply chain on the project
- Document and report implementation progress, challenges, and lessons learned to line supervisor
- Prepare and share monthly project implementation reports
- Contribute to development of project knowledge products
Key Deliverables:
- Facilitate effective LMD of PVAC-procured MNH bundle commodities
- Strengthen states capacity (technically and financially) to sustainably implement LMD
- Strengthen CMS warehouse management systems and processes
- Digitalize and integrate CMS warehouse management systems with NHLMIS
- Facilitate access to end-to-end commodity logistics data in real-time
- Support achievement of DRF MNH commodities replenishment target
- Improve consumption-driven MNH commodity forecasting and quantification
- Develop and share monthly and quarterly implementation reports
Required Qualifications and Experience
- Bachelor's degree in pharmacy, Supply Chain Management, Logistics, or related field (Master's degree is an added advantage)
- 3–5 years’ experience working in health commodities warehousing (experience with state DMAs desirable)
- Experience coordinating commodity LMD planning and execution
- Experience with warehouse management systems and state LMIS
- Familiarity with digital logistics data management systems (eLMIS/NHLMIS or similar platforms) is desirable
