Job Title: State Logistics Data Analyst

About the MNH-ASSIST Project
- The Maternal and Newborn Health Accelerated Scale-Up of Sustainable Supply Chain Interventions and Systems Transformation (MNH-ASSIST) project aims to improve the uninterrupted availability, beneficiary access, utilization, tracking, and reporting of MNH bundle commodities across supported health facilities. This will be achieved through multi-stakeholder collaborations that cut across various MDAs including the SMoH, SPHCDAs, DMA/CMS and health facilities, and partners like FIELD Intelligence, C4SD, ACEPHAP, TA Connect, SCIDaR, and CHAI among others. The project seeks to sustainably achieve the following: effective MNH commodities last-mile delivery (LMD) to facilities, improved states capacity to plan, finance, and execute LMD, digitalize states LMIS and enable real-time visibility for logistics data, consumption-driven MNH bundle commodities forecasting/quantification, and strengthened DRF programs to ensure continuous replenishment of MNH commodities.
- Additionally, the project aims to facilitate affordable access to these bundled MNH services for beneficiaries by leveraging existing government and donor-driven financing mechanisms that protect women and their families from financial risks; these include national and states health insurance schemes, free/subsidized MNCH services integrated into BHCPF 2.0 and HOPE-PHC project, and states free MNCH programs where available.
Role Summary
- The State Logistics Data Analyst will lead end-to-end logistics data management for MNH bundle commodities in the state ensuring real-time access to high quality data that encompasses commodity LMD, LMIS digitization, and DRF program optimization.
- He/she will work closely with the State Pharmacy and Logistics Officer, State Technical Assistants and state officials to ensure harmony between activity work plans implementation and timely data generation, analysis and reporting for decision-making.
The role will focus on the following:
- Provide routine data analytics support to the state DMA/CMS for MNH bundle commodities inventory management, last mile distribution and end-to-end logistics data management
- Support FIELD Intelligence to digitize states LMIS, integrate NHLMIS with CMS warehouse management systems (WMS), and onboard health facilities unto the NHLMIS platform
- Routinely collate, analyse, track and report logistics data including DRF MNH commodity stock levels, consumption trends, reorders, deliveries, stock out rates, order fill rates, order turnaround time, proportion of facilities reporting, DRF revenue tracking, among others
- Routinely track and report progress of LMIS digitization and adoption trends both at CMS and across health facilities
- Support FIELD with NHLMIS platform monitoring, issues resolution and conduct data quality checks
- Develop, use and maintain state-level dashboards to engage stakeholders, track project implementation progress and for target performance monitoring
Key Responsibilities
LMIS Digitization:
- Support FIELD in digitalization of state LMIS and integration of NHLMIS with CMS WMS
- Support training of CMS personnel on NHLMIS tools and reporting systems.
- Support FIELD with NHLMIS platform monitoring and issues resolution
- Technical support to state for post-NHLMIS deployment operation and sustainability
- Facilitate continuous flow of data from health facilities to state level systems.
LMIS and Data Systems Management:
- Facilitate real-time access to commodity logistics data from CMS to facility-level for planning and decision-making by facilities, LGAs, state, partners and donor.
- Support STAs with the rollout and day-to-day use of NHLMIS tools by HCWs across facilities
- Ensure accurate entry, validation, and cleaning of logistics data.
- Support integration of facility data into state and national dashboards.
- Monitor system functionality and data reporting compliance.
Data Analysis and Reporting:
- Analyse commodity stock levels, consumption trends, and stockout patterns.
- Develop, use and maintain state-level dashboards to engage stakeholders, track project implementation progress and for target performance monitoring
- Facilitate use of commodity consumption data for state-level forecasting and quantification
- Track KPIs such as DRF MNH commodity stock levels, months of stock at CMS, consumption trends, reorders, deliveries, stock out rates, order fill rates, order turnaround time, proportion of facilities reporting, DRF revenue tracking, among others
Decision Support:
- Provide data insights to support DRF committees and CMS/DMAs.
- Support state quarterly replenishment and performance review meetings with actionable analytics.
- Identify supply gaps, inefficiencies, and risks in commodity flow.
- Recommend and support corrective actions based on real-time data.
Data Quality Assurance:
- Conduct routine data quality checks (DQA) on logistics data.
- Support facility supervision visits focused on data quality improvement.
Required Qualifications and Experience
- Bachelor’s Degree in Statistics, Computer Science, Public Health, Pharmacy, or related field.
- 2–3 years’ experience in data management, health information systems, or supply chain analytics.
- Experience with LMIS, DHIS2, or similar health data platforms preferred.
- Proficiency in the use of Excel, data visualization tools, and creation of reporting dashboards.
- Experience working in donor-funded or public health programs is an advantage.
- Strong analytical, problem-solving, and communication skills.
