We are recruiting to fill the position below:
Job Title: Infrastructures Construction Sites Supervisor (Electrician)
Locations: Benue, and Plateau
Main Responsibilities
- The Infrastructure Construction Site Supervisor/Engineer will support the planning, implementation, supervision, quality assurance, and monitoring of civil and electrical infrastructure works under COOPI’s programmes across Benue, Kaduna, Katsina, and Plateau States.
- The position holder will ensure that all construction and electrical installation activities are executed in accordance with approved designs, technical specifications, bills of quantities (BoQs), applicable engineering standards, donor requirements, and national regulations.
- The role will oversee contractors and artisans working on civil structures as well as electrical systems, including power distribution, solar systems, backup power installations, lighting systems, and electrical safety measures.
- The supervisor will ensure compliance with occupational health and safety standards, environmental safeguards, and quality assurance procedures while maintaining close coordination with project teams, government authorities, communities, consultants, and contractors to ensure timely and sustainable delivery of infrastructure investments.
Site Supervision and Monitoring:
- Conduct routine site inspections and provide day-to-day supervision of civil and electrical construction and rehabilitation works.
- Ensure contractors execute works in accordance with approved engineering designs, specifications, BoQs, technical standards, and implementation schedules.
- Verify that construction materials, electrical equipment, and installations meet approved quality standards and manufacturer specifications.
- Monitor progress against work plans, identify implementation bottlenecks, and recommend corrective measures to ensure timely completion.
- Inspect completed works and certify quantities and quality prior to processing contractor payment certificates.
- Maintain daily site diaries, progress records, photographic evidence, and other technical documentation.
Civil and Electrical Technical Support:
- Review and interpret engineering drawings, technical specifications, electrical schematics, and Bills of Quantities.
- Provide technical guidance to contractors, subcontractors, artisans, and skilled labour during project implementation.
- Supervise installation, testing, commissioning, and maintenance of electrical systems associated with project infrastructure, including wiring, lighting systems, distribution panels, generators, pumps, solar power systems, and other electrical equipment where applicable.
- Ensure electrical installations comply with relevant Nigerian standards, applicable international codes, and safety regulations.
- Verify load calculations, equipment sizing, earthing systems, protection devices, and energy efficiency considerations during implementation.
- Participate in site assessments, measurements, technical evaluations, and feasibility studies for new infrastructure projects.
- Support preparation and review of engineering designs, cost estimates, and technical reports where required.
Quality Assurance and Compliance:
- Implement quality assurance and quality control procedures throughout project implementation.
- Ensure all civil and electrical works comply with approved designs, contractual obligations, COOPI standards, donor requirements, and national building and electrical regulations.
- Conduct inspections at critical construction milestones and prepare snag lists where necessary.
- Monitor contractors' compliance with occupational health and safety requirements, including safe electrical work practices and use of appropriate Personal Protective Equipment (PPE).
- Report technical defects, safety incidents, or non-compliance issues promptly and recommend corrective actions.
Community and Stakeholder Engagement:
- Liaise with community leaders, Asset Management Committees, local government authorities, utility providers, and beneficiaries throughout project implementation.
- Support community mobilisation and sensitisation activities related to infrastructure works.
- Promote conflict-sensitive implementation and ensure community concerns and grievances are documented and addressed through established accountability mechanisms.
- Coordinate with relevant state technical ministries and regulatory agencies on engineering and infrastructure matters.
Documentation and Reporting:
- Maintain accurate records of site activities, inspections, measurements, material verification, contractor performance, and quality assurance checks.
- Prepare weekly and monthly engineering progress reports highlighting achievements, challenges, risks, and recommended actions.
- Document variations, technical modifications, and site instructions issued during implementation.
- Support infrastructure handover, commissioning, testing, and preparation of completion reports and defects liability documentation.
Compliance, Accountability and Safeguarding:
- Ensure full compliance with COOPI policies, donor regulations, safeguarding principles, environmental safeguards, and the organization's Code of Conduct.
- Promote transparency, accountability, and value for money throughout project implementation.
- Support community complaint and feedback mechanisms and ensure engineering-related concerns are appropriately addressed.
- Contribute to risk management by identifying technical, environmental, safety, and operational risks and proposing mitigation measures.
Other Responsibilities:
- Provide technical input into project planning, procurement processes, and tender evaluations related to civil and electrical works.
- Support capacity building of project staff, contractors, and community management structures on infrastructure operation and maintenance.
- Perform any other engineering or technical duties assigned by the Infrastructure Development Project Manager in support of COOPI programmes.
Qualifications and Experience
Education:
- Bachelor's degree in Civil Engineering, Electrical Engineering, Building Services Engineering, Construction Engineering, Building Technology, Water Engineering, or a related engineering discipline from a recognized institution.
- Professional registration or membership with a recognized engineering regulatory body (of professional institution) is an added advantage.
- A postgraduate qualification or professional certification in Project Management, Construction Management, Renewable Energy Systems, or Infrastructure Development will be an added advantage.
Experience:
- Minimum of five (5) years of progressively responsible professional experience in supervision of civil infrastructure and/or electrical engineering projects.
- Demonstrated experience supervising construction contractors and ensuring compliance with technical specifications, engineering standards, and quality assurance procedures.
- Experience overseeing installation and commissioning of electrical systems, including power distribution networks, solar photovoltaic systems, generators, lighting installations, or related infrastructure, is highly desirable.
- Experience implementing donor-funded infrastructure projects in humanitarian, development, or resilience programming is an added advantage.
- Experience in rural infrastructure, water supply systems, irrigation schemes, warehouses, public facilities, renewable energy installations, or similar community infrastructure projects is desirable. Previous experience working in fragile, conflict-affected, or resource-constrained environments will be considered an asset.
Skills and Competencies:
- Strong technical knowledge of civil construction and electrical engineering principles, including infrastructure installation, supervision, and maintenance
- Ability to read, interpret, and work from engineering drawings, electrical schematics, BoQs, and technical specifications
- Competence in supervision of contractors, artisans, and technical teams across multiple sites simultaneously
- Good understanding of electrical systems including wiring, distribution boards, earthing, solar systems, generators, and safety protection systems
- Strong quality control and quality assurance skills for both civil works and electrical installations
- Knowledge of construction and electrical safety standards, occupational health and safety (OHS), and environmental compliance requirements
- Strong problem-solving and troubleshooting skills for both structural and electrical site challenges
- Excellent site inspection, measurement, and verification skills
- Strong documentation and reporting skills, including preparation of technical reports and progress updates
- Good stakeholder engagement and communication skills, including coordination with communities, contractors, and government agencies
- Ability to work independently under minimal supervision in remote and challenging environments
- Strong organizational and time management skills with ability to manage multiple priorities
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and basic engineering or design software (e.g., AutoCAD or equivalent)
- Strong attention to detail and commitment to accuracy in technical assessments and reporting
- High level of integrity, professionalism, and accountability in infrastructure delivery
- Conflict sensitivity and ability to work effectively in fragile or post-conflict settings
- Commitment to safeguarding, inclusion, and adherence to organizational policies and donor requirements.

- Fluency in English required.
- Fluency in local languages spoken in the duty station.
