Summary

• The Digital Governance & Data Systems Architect will lead the design and strengthening of digital governance systems, data infrastructure, and technology-enabled policy support mechanisms.
• The role will support secure, data-driven governance systems that enhance institutional effectiveness and modern economic management.

Key Responsibilities
Digital Governance & Systems Architecture:

• Lead the design and implementation of digital governance and e-governance solutions
• Advise on the integration of AI, data analytics, and digital tools into policy and operational systems
• Develop enterprise-level data governance and systems architecture frameworks.

Cybersecurity & Data Protection:

• Develop and oversee cybersecurity frameworks for sensitive institutional and national data systems
• Advise on digital risk management, data protection, and information security standards
• Support the implementation of secure cloud-based infrastructure and digital platforms.

Data Systems & Analytics:

• Support the development of data analytics frameworks and decision-support systems
• Design data management and reporting structures to improve evidence-based policymaking
• Advise on data interoperability, system integration, and digital transformation strategies.

Policy & Regulatory Advisory:

• Provide technical support on digital governance regulations, virtual asset frameworks, and emerging technology risks
• Support policy development related to data sovereignty, digital transformation, and technology governance
• Collaborate with stakeholders to align technology strategy with institutional and public sector priorities

Educational Qualifications

• Master`s Degree in Computer Science, Information Systems, Data Science, or a related discipline.

Knowledge, Skills & Experience:

• Minimum of 10 years experience in digital transformation, systems architecture, cybersecurity, or public sector technology advisory
• Strong expertise in cloud architecture, cybersecurity frameworks, and data systems design
• Demonstrated experience integrating digital solutions into governance or institutional systems
• Understanding of African data governance and digital sovereignty considerations
• Strong analytical, communication, and stakeholder engagement skills
• Experience working with government institutions, regulators, or international development programmes.
