Job Title: Health Economist

Works closely with: Consultants, analysts, the technical team, all stakeholders, and donors as required.

Job Summary 

  • The Health Economist in a public health consulting or non-profit setting provides analytical and advisory support to governments, donors, and development partners.
  • The role focuses on economic evaluation, health financing analysis, and strategy development to improve population health outcomes.
  • The position combines technical rigour with client-facing consulting responsibilities, supporting evidence-based policy, program design, and investment decisions, particularly in low- and middle-income countries.

Key Responsibilities
Health Economics Consulting & Advisory:

  • Provide technical advisory services to governments, donors, and partners on health financing, policy design, and resource allocation strategies.
  • Lead and support consulting engagements from diagnostics through to implementation, producing high-quality client deliverables; including analytical reports, policy briefs, and presentation decks.
  • Translate complex technical findings into clear, actionable recommendations for diverse stakeholder audiences

Economic Evaluation & Modelling:

  • Design and conduct cost-effectiveness, cost-benefit, and budget impact analyses for public health programmes and interventions.
  • Build, adapt, and validate economic and financial models to support investment decisions and resource prioritisation.
  • Interpret and communicate modelling outputs for non-technical stakeholders.

Health Financing & Systems Analysis:

  • Analyse health financing systems, including revenue mobilisation, pooling mechanisms, strategic purchasing, and public expenditure tracking.
  • Support the design and evaluation of UHC initiatives and health systems strengthening programmes.
  • Conduct macroeconomic and microeconomic analyses to assess how fiscal trends, public expenditure patterns, household-level health spending behaviours, and broader economic conditions shape health sector financing, demand for services, and investment priorities.

Data Analysis & Evidence Generation:

  • Analyse large-scale datasets (e.g., DHS, HMIS, national claims data, programme data) to generate insights that inform policy and programme decisions.
  • Conduct rigorous research, literature reviews, and policy analyses in support of client engagements and thought leadership outputs.

Business Development & Proposal Support:

  • Contribute to grant proposals, competitive bids, and concept notes for donor-funded projects, including technical sections and budget development.
  • Support identification of new business opportunities aligned with opportunities strategic priorities.

Stakeholder Engagement & Communication:

  • Engage professionally with clients including ministries of health, bilateral and multilateral donors, NGOs, and implementing partners.
  • Present findings and recommendations to senior stakeholders with confidence and clarity
  • Performs any other duties as assigned commensurate with the level and scope of the role.

Qualifications & Experience
Education:

  • Master’s Degree in Health Economics, Economics, Public Health, Development Economics, or a related field.

Experience:

  • 4 - 8 years of relevant experience in consulting, public health, NGO, or development sector roles.
  • Experience working with donor-funded programs (e.g., World Bank, Global Fund, USAID, Gates Foundation) preferred.

Technical Skills:

  • Strong expertise in economic evaluation and health financing analysis.
  • Proficiency in analytical tools (R, STATA, Excel, Power BI or similar).
  • Experience developing models and policy-relevant analytical frameworks.

  •  Excellent written and presentation skills.
  • Ability to manage multiple projects and deadlines.
  • High level of professionalism, adaptability, and impact orientation.

Preferred Skills:

  • Experience in strategy consulting or advisory engagements.
  • Knowledge of UHC, health financing reforms, and health system architecture.
  • Prior experience in LMIC settings, particularly sub-Saharan Africa.
  • Demonstrated experience in proposal writing and business development for the development.

Work Environment:

  • This role operates in a fast-paced, project-based consulting environment within firm. It involves close collaboration with international clients, potential travel to project sites, and regular engagement with senior policymakers and development partners.
  • The Health Economist will be expected to manage competing priorities with professionalism and a strong commitment to impact.
