Team Purpose
- This unit is the program arm of the organization that develops strategic directions, providing targeted and focused interventions, implementing existing and innovative approaches for a comprehensive HIV/AIDS treatment and care packages across supported states that ultimately drives the achievement of overall organizational 95-95-95 goals.
- The unit successes are hinged on system thinking, capacity building, innovation, competitiveness and scientifically proven evidenced based programming anchored by a dynamic and committed professionals in a multi-disciplinary team from different thematic sub-units.
- These sub units are responsible for ensuring that states offices and health facilities are provided with the desired training, technical and logistics support; infrastructural and clinical services items/equipment needed to accomplish their functions successfully and efficiently.
- Clinical Services Unit (CSU) is responsible for ensuring that services deliveries are provided based on standards and National Guidelines in line with funders’ requirements
Job Purpose
- The incumbent will support in the provision of quality assurance/ improvement focused technical assistance and serve as subject matter expertise regarding process improvement initiatives across PMTCT, PMTCT/MNCH/ TB, PrEP, EID , care and support, prevention & community services.
Specific Duties &Responsibilities
- The incumbent will be providing technical assistance to service providers in supported health facilities.
- Such assistance includes site level capacity development of relevant staff in provision of integrated PMTCT/RH services, providing ongoing mentoring and supportive supervision to facility staff to ensure a continuum of care from prevention of transmission of infection to the provision of care and treatment for HIV-positive pregnant mothers and their HIV-exposed or infected infants.
- Provide technical support in the development, planning, implementation, monitoring and evaluation of activities, strategies and policies around HIV prevention with particular focus on integrating PMTCT into maternal and child health.
- Support programs to strengthen linkages and integration between sexual and reproductive health (SRH), Maternal Newborn and Child Health (MNCH) services and HIV/AIDS programs.
- Ensure provision of qualitative care for PMTCT, infants exposed to HIV, pediatrics, adolescent and young women across all supported sites. Support the scaleup of the cPMTCT/AP3 strategy.
Technical Support
- Provide technical support in the development, planning, implementation, monitoring and evaluation of activities, strategies, and policies around HIV prevention with particular focus on integrating PMTCT into maternal and child health.
- Support programs to strengthen linkages and integration between sexual and reproductive health (SRH), Maternal Newborn and Child Health (MNCH) services and HIV/AIDS programs.
- Provide medical and technical expertise and training for HIV/AIDS prevention, care and treatment efforts including antiretroviral prophylaxis implementation in the area of PMTCT.
- Work with facility staff to ensure a continuum of care from prevention of transmission of infection to the provision of care and treatment for HIV-positive pregnant mothers and their HIV-exposed or infected infants.
- Provide technical support in the integration of TBMNCH, and PrEP into PMTCT program at the supported states.
- Use accompanied referral for ART initiation for positive cases identified in the community.
- Work with the MDT team on perinatal care of HIV positive pregnant mothers.
- Work on implementation research related to maternal and neonatal care.
- Provide on-site mentorship to facility staff on PMTCT protocols including HIV testing, ART initiation, EID, and final outcome.
- Support integration of PMTCT services into ANC, labor and delivery, postnatal care, and child welfare clinics.
- Ensure adherence to national PMTCT guidelines and SOPs.
- Data Management and Quality Improvement
- Assist facilities in accurate documentation using PMTCT registers and electronic platforms (e.g., DHIS2, LAMIS).
- Conduct routine Data Quality Assessments (DQAs) and support data validation and cleaning.
- Facilitate monthly data review meetings and support implementation of Quality Improvement (QI) projects.
- Use of historic data to drive testing at the community
- Ensure community data are entered real time into the NDRLite platform
Stakeholder Engagement:
- Liaise with SMOH, SPHCB, LGA health teams, and other partners to align PMTCT activities with state priorities.
- Participate in technical working groups and coordination meetings.
- Support community engagement activities in collaboration with local leaders, TBAs, and peer educators.
Commodity and Logistics Support:
- Monitor availability of HIV test kits including Combo, ART, cotrimoxazole, and EID sample collection materials.
- Report stockouts and support timely resupply through coordination with logistics teams.
- Ensure proper storage and inventory management at supported facilities.
Capacity Building:
- Organize and facilitate training sessions and refresher courses for facility staff and mentor mothers on PMTCT, PrEP for pregnant and EID, and pediatric ART.
- Support onboarding of new staff and continuous professional development.
Linkage and Retention:
- Strengthen linkage systems between ANC, ART clinics, and EID services.
- Support tracking of HIV-positive mothers and HEIs to ensure retention in care and timely testing.
- Collaborate with mentor mothers and case managers to improve adherence and follow-up.
Deliverables:
- Support the optimization the use of viral load monitoring and EAC for pregnant women.
- Track the optimization and utilization of preferred ART regimen in PMTCT setting.
- Track early infant diagnosis activities especially within the first six weeks of life
- Support optimization of Partners Testing in PMTCT setting.
- Support active linkage of HIV exposed infant into the pediatrics program.
- Support the HIV exposed early infant care.
Qualifications & Experiences
- Bachelor’s Degree in Medicine, Public Health or a related field; or a Master’s or equivalent in public health or related fields
- 2-3 years’ post NYSC experience in developing country health care programs or program support function
- Knowledge of the policies, regulations, reporting formats, and cultures of principal donors, including USAID, CDC/PEPFAR, and others
- Extensive clinical experience in care and treatment of HIV/AIDS patients
- Demonstrated experience in non-profit sector in a program management role
- Strong supervisory and management skills
- Ability to lead teams and promote cross learning
- Ability to handle confidential information with discretion and make reasoned judgments in a timely fashion.
- Committing to a course of action without undue delay or prevarication
- Willingness to work under challenging environments and difficult terrains.
