Overview
- MCGL in collaboration with RISE Nigeria is organizing a Leadership and Management Training for Public Health Programs targeting high-level and midlevel, government stakeholders across Ebonyi, Kebbi and the FCT.
- The training aims to strengthen leadership, governance, program management, and accountability within Nigeria’s health system.
- To support this, Jhpiego seeks to engage a qualified firm or a team of expert consultants with demonstrated experience in leadership development and health systems strengthening to design and facilitate the training.
- The objective is to design, deliver, and evaluate a high-quality, interactive leadership and management training programme tailored to senior and mid-level public health leaders in Nigeria.
Responsibilities
Training Design and Customization:
- Review national and sub-national priorities, policies, and gaps across MNCH, Nutrition, and Immunization
- Develop a context-specific SMART advocacy curriculum integrating the three technical areas
- Align content with national strategies and global best practices in health advocacy.
Development of Training Materials:
- Prepare high-quality facilitator manuals, participant handbooks, presentations, and advocacy tools
- Develop practical tools, including: Advocacy problem analysis frameworks, Stakeholder mapping and power analysis tools, Message development templates, SMART advocacy planning templates
- Incorporate real-life case studies relevant to Nigeria
- Training Facilitation
- Facilitate a 3–5-day in-person training using participatory adult learning approaches
- Deliver sessions covering: Principles of SMART advocacy, Advocacy strategy design and prioritization, Policy engagement and influencing, Evidence-based messaging and communication, Stakeholder engagement and coalition building.
- Guide participants to develop integrated advocacy action plans addressing MNCH, Nutrition, and Immunization issues.
Capacity Building and Coaching:
- Provide hands-on technical support to participants to: Develop clear, measurable (SMART) advocacy objectives and Build feasible advocacy implementation plans
- Facilitate peer exchange and learning
- Provide post-training support/mentorship (where applicable)
- Monitoring, Evaluation, and Reporting
- Design and administer pre- and post-training assessments
- Evaluate participant learning outcomes and satisfaction
- Document key insights, lessons learned, and recommendations
- Submit a comprehensive final report.
Deliverables:
- The consultants are expected to deliver:
- Inception report (approach, methodology, and workplan)
- Adapted SMART advocacy training curriculum (integrated MNCH, Nutrition,
- Immunization)
- Facilitated training sessions (3–5 days)
- Participant-developed advocacy action plans
- Pre/post training assessment tools and analysis
- Final training report with recommendations.
Required Qualifications
Firm / Consultant Requirements:
- Proven experience in health advocacy, public health programming, or health systems strengthening
- Demonstrated expertise in SMART advocacy training and facilitation
- Strong technical knowledge of MNCH, Nutrition, and/or Immunization programs
- Experience working with government stakeholders, CSOs, and development partners
- Prior work on donor-funded programs (e.g., US-Government, Global Fund, EU) is highly desirable
Lead Facilitator:
- Advanced Degree in public health, policy, social sciences, or related field
- Minimum 10–15 years’ relevant experience
- Strong track record in advocacy strategy development and facilitation
- Excellent communication and adult learning facilitation skills.
