State Monitoring and Evaluation Officer - SPIU at Delta Special Economic Zone Management Company FZC

The Delta Special Economic Zone Management Company (DSEZ-MC) is the managing corporate entity and Special Purpose Vehicle (SPV) driving Delta State's industrialization and economic growth. It oversees the operations of the state's major free trade zones, positioning the region to become a major hub for business, agriculture, and innovation.

Job Title: State Monitoring and Evaluation Officer (SMEO) - State Programme Implementation Unit (SPIU) Under FGN / AfDB / IsDB / Assisted SAPZ Phase 2 Programme

Location: Asaba, Delta

Background

• The Federal Government of Nigeria (FGN) has applied for credit from the African Development Bank (AfDB) and Islamic Development Bank (ISDB) to implement the AfDB/IsDB Assisted Special Agro-Industrial Processing Zone (SAPZ) Programme-phase 2 in partnership with the State Government and Private Investors.
• The State Government in partnership with FGN and AfDB is desirous of engaging the services of experienced and competent project personnel from the state public/civil service in the State Ministries or its Agency to fill vacancy above for the phase-2 of the Special Agro-Industrial Processing Zones (SAPZ) Programme
• Successful candidates will be accepted on secondment from their respective organizations and such staff will continue to receive salaries from their parent organizations and a monthly performance incentive from the programme.
• At the end of the project cycle, project staff will return to their respective organizations

Main Responsibilities

• The SME Officer will have overall responsibility for coordinating and facilitating the planning, M&E activities at state level.
• The Officer will ensure that robust systems for M&E are established and fully linked to other information and knowledge systems, to make the Program flexible and responsive to changing circumstances.
• The Officer will also assess capacity needs for Program M&E at state and accordingly design and implement capacity building program.
• The SME officer will work under the guidance of the SPC in collaboration with National PM&E Officer of the NPCO to ensure a coherent and collaborative approach to M&E.

Reporting and Location:

• The position will be based in the PSIU but may involve occasional travel to NPCO in Abuja. The SMEO will report directly to the SPC.

Qualification and Experience

• A higher-level Degree in Agricultural Economics, Statistics, Rural Development or other relevant field with at least 10 years post qualification experience
• A minimum of 5 years' experience working in M&E and/or project management in areas such as agriculture, marketing, rural development and policy matters.
• Proven experience in designing and implementing successful M&E systems.
• Solid understanding of use of modern information and communication technology (ICT) in development.
• Proficient in the use of databases and spread-sheets.
• Demonstrated skills in quantitative and qualitative analysis and data management.
• Proficient in the use of statistical and other software packages for both quantitative and qualitative analysis, experience in analyzing complex programs or policies.
• Experience in facilitation, in particular of learning processes.
• Strong written and oral communication skills in English.
