Solidarites International (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. SI implements a zero-tolerance policy regarding acts of SEAH.

We are recruiting to fill the position below:

Job Title: Cash Officer

Location: Ngala, Borno
Employment Type: Full-time

Main Objectives

  • The Cash Transfer Officer performs tasks related to the implementation of cash transfer activities under their responsibility—with the assistance of their team, where applicable. In this capacity, their maintains a significant presence in the field.
  • The Cash Transfer Officer is responsible for verifying that the activities under their responsibility are carried out on time, with high quality, and in compliance with national, international, SI, and donor standards and requirements.

List of Main Tasks
Needs Assessment:

  • Participate in the preparation, implementation, and drafting of needs assessments and any technical studies specific to assigned activities.
  • Ensure all information is reported in the context of potential internal and/or external referrals identified within the communities.
  • Communicate any proposals for adjustments to assigned activities (methods, approaches, etc.) directly to the manager.

Operational Implementation And Monitoring:

  • Prepare and execute assigned tasks in accordance with SI’s strategy, programming, technical requirements, country-specific guidelines, institutional procedures, and donor criteria.
  • Carry out assigned duties following managerial guidelines, ensuring adherence to activity timelines, follow-up on recommendations, and the precise application of targeting criteria.
  • Utilize SI management and monitoring tools, proactively suggesting adjustments and new initiatives to ensure agile implementation and adequate monitoring in close collaboration with the supervisor and the MEAL team (e.g., conducting surveys, managing databases, registering and verifying beneficiaries).
  • Engage with and listen to the local population and authorities to gather information on needs, grievances, major events that could impact activities, and perceptions of the actions taken.
  • Proactively suggest the adjustments and developments necessary to maintain the relevance and quality of assigned tasks.
  • Anticipate, communicate, and facilitate the resolution of implementation challenges and issues related to assigned responsibilities.
  • Enforce and ensure strict compliance with safety rules on construction sites.

Under the supervision of the manager and in close collaboration with relevant departments:

  • Implement the systematic integration of cross-cutting themes (environment and climate, cross-cutting protection, public health, and market-based approaches) and, where relevant, multisectoral integration (internal and/or external).
  • Participate in the learning cycle for all assigned tasks and responsibilities.
  • Contribute to evaluating the relevance of activities, the effectiveness of interventions, and their suitability relative to changing contexts and population needs, in close coordination with the manager.

Reporting, Communication, And Representation:

  • Contribute to and submit internal reports on time, adhering strictly to SI’s formats and requirements.
  • Help identify and maintain a local operational communication network with key stakeholders (communities, civil society organizations, etc.) in close collaboration with the supervisor.
  • Report any information regarding the security context or any event that could potentially impact the safety of teams and SI’s activities, in accordance with established procedures.
  • Serve as one of SI’s primary representatives in community engagement, interactions with communities, and relationships with other key stakeholders in the areas of operation.

Documentation And Closure:

  • Contribute to archiving key programmatic documents concerning assigned tasks.
  • Participate in the closure of assigned activities with the support of all stakeholders (support departments, partners, target communities, local authorities, etc.).

Internal Control:

  • Maintain responsibility for the accuracy and compliance of all self-produced documents.

Filing And Archiving:

  • Manage the filing and archiving of all self-produced documents in strict accordance with internal procedures.

Fight Against Abuse:

  • Create and actively contribute to establishing a safe work environment that prevents inappropriate behavior.
  • Participate in communicating and raising awareness of SI’s ethical framework.
  • Respect and protect the confidentiality of information exchanged within the framework of an abuse notification and its subsequent handling at all times.
  • Implement proactive measures to mitigate the risks of misconduct.

Partnerships:

  • Contribute to the audit of SI implementation partners in line with the scope of the role.
  • Contribute to the implementation of plans designed to support and strengthen SI partners.
  • Participate in monitoring partner activities in accordance with designated roles and responsibilities.

Profile Forsaken

  • Studies: B.Sc. / HND or equivalent in Agriculture, Agronomy, Business Management, Rural development. Nutrition background is an asset for this position.
  • Experience: 2 years practical experience in a similar position with other INGO or 3-4 years’ experience in National NGO in the same position. Experience in IGA and Cash distribution especially CVA mandatory. Knowledge of protection and inclusion is a plus.
  • Languages: English, Hausa, Kanuri, and other Local Languages.
  • IT: Good knowledge of MS Office Word, Excel, RedRose and Kobo.
  • Quick learner, Ability to work autonomously, Excellent organizational skills, Accountable, Able to multitask, to write reports in English, to meet deadlines, Hard worker, Stress management, Experience in Ngala.
