Job Summary
- Our client is seeking for a Tendering & Compliance Officer, who is highly organized, commercially aware and detail-oriented.
Description
- Tendering & Compliance Officer role is to support the company's commercial and business development functions within Nigeria’s oil and gas sector.
- The role will be responsible for coordinating tender submissions, supporting proposal development, managing statutory and regulatory documentation, and ensuring the company is positioned to participate competitively and compliantly in client opportunities across offshore and marine service lines.
- The successful candidate should have practical experience in technical and commercial tendering within the Nigerian oil and gas servicing space, with strong exposure to regulatory documentation, permit processing, and statutory compliance requirements relevant to offshore, subsea, marine, and support operations.
Key Responsibilities
Tendering & Proposal Support:
- Support the end-to-end preparation and coordination of EOIs, prequalification submissions, RFQs, RFPs, ITTs, and commercial tender responses.
- Review bid documents and prepare compliance matrices, submission checklists, and document trackers to ensure timely and accurate submissions.
- Coordinate with internal stakeholders across commercial, technical, QHSE, finance, legal, operations, and management teams to gather required tender inputs.
- Assist in preparing and compiling technical proposals, commercial submissions, clarifications, executive summaries, and supporting documentation.
- Maintain an organized repository of tender documents, standard company information, templates, certifications, and reference materials.
- Monitor tender timelines, submission milestones, and post-submission clarification requirements.
- Support opportunity screening and bid/no-bid evaluations by ensuring tender requirements, risks, and compliance obligations are clearly identified.
Compliance & Regulatory Documentation:
- Manage and track statutory, regulatory, and compliance documentation required for participation in the Nigerian oil and gas industry.
- Support the processing, renewal, and monitoring of permits, approvals, and compliance submissions with relevant authorities and industry bodies.
- Coordinate documentation related to Nigerian oil and gas compliance requirements, including but not limited to NCDMB, NCRC, NCEC, NUPRC, and other applicable statutory or client-mandated obligations.
- Ensure company records, certifications, registrations, and supporting documents remain current, accessible, and submission ready.
- Liaise with external partners, regulatory interfaces, and internal teams to obtain supporting documentation for tenders and audits.
- Support local content and regulatory compliance readiness for bids involving marine, offshore, subsea, and drilling support scopes.
Commercial & Business Development Support:
- Provide administrative and coordination support to the Head of Commercial and broader business development team.
- Assist with the preparation of company presentations, capability statements, reference lists, and credential packs for client engagement.
- Support prequalification exercises, vendor registration processes, and customer onboarding requirements.
- Contribute to improving internal tendering processes, document control, and commercial support workflows.
Requirements
Education:
- Bachelor’s degree in business administration, Engineering, Procurement, Law, Maritime Studies, Project Management, or a related discipline.
Experience:
- Minimum of 3 years’ experience in technical and commercial tendering within the oil and gas servicing sector in Nigeria.
- Strong preference for candidates with exposure to marine services, subsea IRM, offshore support services, diving support, inspection, offshore logistics, or drilling-related service environments.
- Demonstrable experience managing or supporting regulatory documentation and permit processing in the Nigerian oil and gas industry.
- Experience supporting vendor registration, compliance submissions, prequalification exercises, and client tenders.
Technical & Functional Competencies:
- Good understanding of the Nigerian tendering environment across upstream and offshore service contracts.
- Practical knowledge of compliance interfaces and documentation requirements involving NCDMB, NUPRC, and Nigerian content-related certifications and approvals.
- Ability to interpret tender instructions, commercial requirements, and technical documentation with accuracy.
- Strong document management, coordination, and follow-through skills.
- Proficiency in Microsoft Word, Excel, PowerPoint, and document compilation/presentation tools.
- Strong written and verbal communication skills with the ability to prepare professional, client-facing documents.
- High attention to detail, deadline discipline, and ability to work on multiple submissions simultaneously.
Preferred Profile:
- Prior experience in a service company supporting offshore marine, subsea, inspection, IRM, diving, or offshore operations.
- Familiarity with Nigerian content and local content compliance expectations for offshore service delivery.
- Ability to work independently while coordinating effectively across multiple functions.
