Role Summary
- The Compliance and QHSE Officer is responsible for establishing, implementing, monitoring, and continuously improving Fieldbase’s compliance, quality, health, safety, environmental, and regulatory management systems across all company entities and operating countries.
- The role ensures that Fieldbase operates in accordance with applicable regulatory requirements, internal policies, industry standards, customer requirements, and statutory obligations. The officer shall oversee QHSE systems, conduct internal audits, coordinate compliance activities, manage corrective actions, and support the company’s continual improvement objectives.
- The role covers all Fieldbase operations including Nigeria, the United Kingdom, and other international subsidiaries and representative offices.
Responsibilities
QHSE Management:
- Develop, implement, maintain, and improve Fieldbase’s Quality, Health, Safety and Environmental (QHSE) Management System.
- Ensure compliance with applicable ISO standards and industry best practices.
- Maintain QHSE manuals, procedures, policies, forms, and records.
- Conduct risk assessments and identify operational, safety, environmental, and quality risks.
- Monitor corrective and preventive actions arising from incidents, audits, and non-conformities.
- Coordinate safety awareness programmes, toolbox talks, and employee training.
- Monitor HSE performance indicators and prepare periodic management reports.
- Promote a culture of safety, quality, and continuous improvement throughout the organization.
Internal Audit and Compliance Monitoring:
- Develop and implement annual internal audit programmes.
- Conduct periodic internal audits across all departments and business units.
- Verify compliance with company procedures, policies, and management systems.
- Prepare audit reports, findings, and recommendations.
- Track closure of audit findings and corrective actions.
- Coordinate external audits and certification audits.
- Ensure management review actions are properly implemented.
Regulatory Compliance:
- Ensure Fieldbase complies with all applicable regulatory and statutory obligations including:
Telecommunications Regulations:
- Nigerian Communications Commission (NCC)
- Spectrum and licensing obligations
- Telecommunications operating requirements
Nigerian Content Requirements:
- Nigerian Content Development and Monitoring Board (NCDMB)
- Nigerian Content Act compliance
- Reporting and local content obligations
Corporate and Industry Compliance:
- Regulatory obligations in all operating jurisdictions.
- Customer contractual compliance requirements.
- Industry-specific compliance requirements for telecommunications, maritime, energy, and technology sectors.
Corporate Policy Compliance:
- Ensure compliance with Fieldbase policies and procedures.
- Review and update company policies periodically.
- Develop compliance awareness programmes for employees.
- Maintain policy registers and compliance documentation.
- Investigate compliance breaches and recommend corrective actions.
Multi-Country Compliance Coordination:
- Monitor regulatory obligations across all Fieldbase entities and operating countries.
- Maintain compliance calendars and statutory filing schedules.
- Coordinate with local advisors, regulators, and external consultants.
- Ensure licenses, permits, registrations, and certifications remain current.
- Support new market entries by identifying applicable regulatory requirements.
Reporting and Documentation:
- Prepare monthly and quarterly compliance reports.
- Maintain compliance dashboards and KPIs.
- Present compliance updates to executive management.
- Maintain audit records, regulatory correspondence, and compliance documentation.
- Support tender submissions by providing QHSE and compliance documentation.

Requirements
- Bachelor's Degree in Engineering, Science, Environmental Management, Law, Quality Management, Business Administration, or related discipline.
- Master's Degree is an advantage.
- Minimum of 5 years of experience in compliance, QHSE, internal audit, or regulatory affairs.
- Experience in telecommunications, engineering, energy, maritime, or technology sectors.
- Experience implementing management systems and conducting audits.
- Familiarity with Nigerian regulatory frameworks.
- Experience working across multiple locations or countries is an advantage.
Professional Certifications (preferred):
- ISO 9001 Lead Auditor
- ISO 45001 Internal Auditor
- ISO 14001 Internal Auditor
- NEBOSH or IOSH
- QHSE certifications
- Compliance or risk management certifications
