Job Summary

  • We are now seeking the right candidate to join our team as a MEAL Senior Officer to help us further our mission and contribute to enhanced program impact.
  • Open for Nigerian nationals only.
  • This position is for 1-year fixed term duration with the possibility of extension.

General Job Description

  • The MEAL function provides leadership for monitoring, evaluation, accountability, and learning to ensure programme quality, compliance, and effective programme performance management across projects and partnerships.
  • It supports data-driven decision-making through monitoring, reporting, analysis, and the application of lessons learned to improve programme outcomes.
  • This involves overseeing digital MEAL platforms, including KOBO and Power BI, ensuring the collection and reporting of quality-assured data, maintaining project databases and dashboards, and producing timely reports for management and donors.
  • The position strengthens staff and partner capacities through targeted training and mentoring and represents the Nigeria Country Office in NCA’s global MEL Community of Practice to promote knowledge sharing and continuous improvement.
  • The role also manages MEAL and CRM information systems, ensures the availability of quality data for management and donor reporting, builds the capacity of staff and partners, and promotes organizational learning through assessments, evaluations, research, and participation in NCA’s global MEL network.

Job Roles and Responsibilities

  • Lead quality assurance for project MEAL systems, including logframes, results frameworks, MEAL plans, monitoring, reporting, and compliance with NCA and donor requirements.
  • Provide regular program performance analysis, monitor progress against targets, support field data collection and learning initiatives, and ensure effective use of the Program Information Management System (PIMS).
  • Supervise the MEAL Assistant and promote best practices in monitoring, evaluation, accountability, and learning across projects and partners.
  • Plan and oversee needs assessments, evaluations, and research to inform programme design, implementation, and proposal development.
  • Develop and ensure the use of appropriate data collection tools and methodologies.
  • Lead the application of findings and lessons learned to strengthen programme quality and effectiveness.
  • Manage and optimize MEAL digital platforms, including KOBO and Power BI, ensuring quality data collection, verification, analysis, and reporting.
  • Develop and maintain project and grant dashboards and provide timely statistical and situation reports for management and donors.
  • Ensure the availability of reliable, quality-assured data to support decision-making, performance monitoring, and donor reporting.
  • Ensure effective management and compliance of the Country Office CRM system in line with NCA policies.
  • Supervise and support the performance and daily work of the CRM Adviser and Assistant.
  • Identify and address MEAL capacity gaps within the Country Office and partner organizations through targeted capacity-building initiatives.
  • Represent the Nigeria office in NCA’s global MEL Community of Practice and facilitate adoption of relevant organizational learning and developments.

Qualifications and Experience
Essential Criteria:

  • University Degree in a relevant subject area (statistics, measurement and evaluation, data science, quantitative social science, economics, or a related field) – a technical Degree together with additional relevant work experience and demonstrable data analysis skills may substitute for education.
  • Minimum 5 years of working experience within Monitoring, Evaluation, Accountability, and Learning-related functions in the development/humanitarian sector.
  • Proven technical skills and previous experience in setting up quality MEAL system that leads to evidence-based decision-making for multi-sectorial and multi-donor funded programs.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with strong presentation and reporting skills.
  • Proficiency and experience with Microsoft Excel and digital data collection tools, such as KoboToolBox (“KoBo”) and Power BI.
  • Self-motivated with excellent organization, planning, and analytical skills - able to work without close supervision, including prioritizing work and multi-tasking;
  • Strong proven track record in working with diverse groups of people in a multicultural environment;
  • Professional level speaking, reading, and writing in English.
  • Accountability and Feedback Mechanisms: Experience in establishing and maintaining community-based feedback and complaints mechanisms to enhance program accountability.

Additional assets:

  • Experience in using Copilot.
  • Knowledge of Tableau, GIS, SPSS, R or Python, SQL, or other similar software is an additional asset.
  • Experience with remote monitoring is an advantage.
