Job Title: Manager, Marine QA / QC Surveyor Inspector
Location: Nigeria
Job Summary
- The Senior Marine QA/QC Surveyor Inspector is responsible for planning, coordinating, monitoring, and executing quality assurance and quality control activities related to marine operations, offshore construction, vessel inspections, marine transportation, subsea installation projects, and offshore asset integrity programs.
- The role ensures compliance with project specifications, international marine standards, client requirements, classification society rules, and regulatory requirements.
Key Responsibilities
QA / QC and Inspection Responsibilities:
- Conduct quality surveillance, inspections, and audits of marine operations, offshore construction activities, and vessel-based projects.
- Verify compliance with approved Quality Management Systems (QMS), Inspection and Test Plans (ITPs), project specifications, and contractual requirements.
- Monitor fabrication, loadout, transportation, sea-fastening, lifting, installation, and commissioning activities.
- Inspect offshore construction vessels, barges, diving support vessels, pipelay vessels, and marine equipment.
- Witness testing, inspections, certifications, and acceptance activities for marine assets and equipment.
- Verify material traceability, inspection records, and quality documentation.
- Identify, document, and follow up on non-conformances and corrective actions.
- Review contractor and vendor quality performance and compliance.
Marine Survey and Assurance Responsibilities:
- Perform marine surveys, vessel suitability assessments, and marine assurance inspections.
- Verify compliance with classification society requirements and statutory regulations.
- Participate in vessel audits, marine risk assessments, and operational readiness reviews.
- Monitor marine spread mobilization and demobilization activities.
- Assess marine operational risks and provide recommendations for mitigation.
- Support marine warranty survey activities and project assurance requirements.
Offshore Construction and Installation Support:
- Monitor offshore installation activities involving subsea structures, pipelines, risers, jackets, topsides, and associated facilities.
- Review lifting operations, transportation plans, installation procedures, and marine method statements.
- Verify compliance with approved marine execution plans and project requirements.
- Support offshore hook-up, commissioning, and subsea construction activities.
Health, Safety, and Environmental (HSE) Responsibilities:
- Promote and maintain compliance with company HSE policies and procedures.
- Participate in Job Safety Analysis (JSA), Hazard Identification (HAZID), and risk assessment activities.
- Monitor marine and offshore activities to ensure adherence to safe work practices.
- Report unsafe acts, unsafe conditions, incidents, and near misses.
- Support incident investigations and implementation of corrective actions.
Documentation and Reporting:
- Prepare daily, weekly, and monthly QA/QC and survey reports.
- Maintain inspection records, audit findings, and quality documentation.
- Review quality dossiers, certification packages, and project close-out documentation.
- Participate in project review meetings and management reporting activities.
- Provide technical recommendations regarding quality and marine assurance matters.
Qualifications
- Bachelor's Degree or Higher National Diploma (HND) in Marine Engineering, Naval Architecture, Mechanical Engineering, Civil Engineering, Ocean Engineering, or a related discipline.
- Professional membership with a recognized marine, engineering, or quality organization is preferred.
- Lead Auditor or Quality Management certification is advantageous.
Experience:
- Minimum of 10 years' experience in marine QA/QC, marine surveying, offshore construction, or marine assurance activities within the oil and gas industry.
- Minimum of 10 years' experience in senior inspection, surveying, QA/QC, or marine assurance roles.
- Extensive experience with offshore construction vessels, marine spreads, subsea installation projects, and offshore logistics operations.
- Proven experience supporting major offshore oil and gas projects, including fabrication, transportation, installation, and commissioning phases.
- International offshore project experience is highly preferred.
- Experience working with EPC, EPCI, offshore installation, and marine contracting organizations.
Required Certifications:
- ISO 9001 Lead Auditor Certification (preferred).
- Marine Surveyor Certification or equivalent professional qualification.
- BOSIET/FOET with CA-EBS.
- HUET Certification.
- Offshore Medical Certificate.
- Relevant HSE and Risk Assessment Training.
- Any client-specific or project-required certifications.
Technical Skills:
- Strong knowledge of marine QA/QC processes, offshore construction methodologies, and marine assurance requirements.
- Extensive experience in vessel inspections, marine surveys, transportation and installation (T&I) operations, and offshore construction support.
- Familiarity with classification society requirements (ABS, DNV, Lloyd's Register, Bureau Veritas, etc.).
- Strong understanding of IMO regulations, marine safety requirements, and offshore industry standards.
- Ability to review engineering drawings, marine procedures, transportation analyses, lifting studies, and technical documentation.
- Proficiency in quality management systems, inspection reporting tools, and audit processes.
- Proficient in Microsoft Word, Excel, Outlook, PowerPoint, and quality reporting software.

- Proven capability in mentoring and transferring technical knowledge to local personnel.
- Familiarity with Nigerian and international offshore marine regulations and standards.
