Job Title: HSE Officer
Location: Lagos

Responsibilities
- Implement and enforce the Company's Health, Safety, and Environment (HSE) policies, procedures, and standards across all project activities.
- Conduct daily site safety inspections and audits to identify unsafe acts, unsafe conditions, and environmental hazards.
- Carry out Job Hazard Analysis (JHA), Risk Assessments (RA), and Job Safety Analysis (JSA) before high-risk activities commence.
- Ensure all employees, subcontractors, and visitors comply with site safety rules and wear the appropriate Personal Protective Equipment (PPE).
- Conduct HSE induction for all new employees, contractors, and visitors before they commence work on site.
- Organize and facilitate daily toolbox talks, safety briefings, and periodic HSE awareness training.
- Monitor high-risk activities such as lifting operations, working at height, excavation, confined space entry, hot work, electrical work, and heavy equipment operations to ensure compliance with safety procedures.
- Issue, monitor, and close out Permit-to-Work (PTW) systems for applicable high-risk activities.
- Investigate all incidents, accidents, near misses, and unsafe conditions, prepare investigation reports, identify root causes, and recommend corrective and preventive actions.
- Maintain accurate records of incidents, inspections, audits, training, toolbox talks, permits, and statutory HSE documentation.
- Ensure all safety signs, barricades, fire extinguishers, emergency equipment, and first aid facilities are available, functional, and adequately maintained.
- Conduct regular emergency drills, including fire, evacuation, and medical emergency simulations, and evaluate response effectiveness.
- Monitor environmental compliance, including waste management, pollution prevention, dust suppression, noise control, and proper handling of hazardous substances.
- Ensure all lifting equipment, scaffolding, ladders, power tools, and safety equipment are inspected and certified before use.
- Monitor subcontractor HSE performance and ensure compliance with company and client HSE requirements.
- Liaise with clients, consultants, regulatory agencies, and external auditors during HSE inspections and audits.
- Prepare and submit daily, weekly, and monthly HSE reports to management and clients as required.
- Track HSE observations, corrective actions, and close-out timelines to ensure prompt resolution of identified issues.
- Promote a positive safety culture by encouraging hazard reporting, near-miss reporting, and employee participation in HSE initiatives.
- Stop any unsafe work or operation that poses an immediate risk to personnel, property, or the environment, and ensure corrective measures are implemented before work resumes.
- Ensure compliance with all applicable occupational health, safety, and environmental laws, regulations, and client requirements.
- Support project management in achieving project HSE objectives and maintaining an incident-free work environment.
- Perform any other HSE-related duties assigned by management.
Salary
N250,000 - N300,000 Monthly.
