We are recruiting to fill the position below:

Job Title: Commissioning Engineer – Pipeline & Facilities

Location: Abuja (FCT) 
Employment Type: Full-time

Job Responsibilities

  • Required to fulfil the responsibilities of an employee as specified in company's Health and Safety Management System
  • Responsible for planning, coordinating, executing, and documenting all pre-commissioning, commissioning, start-up, and handover activities associated with gas pipeline systems, stations, pigging facilities, valve stations, utility systems, and associated equipment.
  • Ensures that all systems are tested, operated, and handed over safely in accordance with project specifications, applicable standards, regulatory requirements, and client expectations.

Planning & Coordination:

  • Develop and review pre-commissioning and commissioning plans, procedures, method statements, and work packs.
  • Prepare commissioning schedules integrated with the overall project schedule.
  • Coordinate commissioning activities among contractors, vendors, inspectors, operations personnel, and client representatives.
  • Participate in construction completion reviews and system handover planning.
  • Interface closely with engineering, construction, QA/QC, HSE, and operations teams.

Pre-Commissioning Activities:

  • Supervise pipeline cleaning, pigging, gauging, hydrotesting, dewatering, drying, leak testing, preservation, and inserting activities.
  • Verify mechanical completion of systems prior to commissioning.
  • Ensure completion of check sheets, test records, and commissioning dossiers.
  • Coordinate punch list identification, close-out, and readiness reviews.
  • Verify availability of commissioning tools, materials, temporary facilities, and testing equipment.

Commissioning & Start-Up:

  • Execute commissioning procedures for pipeline systems, pig traps, valve stations, scrubbers, manifolds, piping systems, and associated facilities.
  • Conduct functional testing, operational readiness testing, and start-up activities.
  • Verify system integrity and operational performance before product introduction.
  • Support product introduction, line packing, pressure stabilization, and performance testing.
  • Monitor commissioning activities to ensure safe startup and operation.

Mechanical & Pipeline Systems:

  • Ensure all valves, ESD valves, MOVs, control valves, pig traps, scrubbers, manifolds, piping systems, and pipeline facilities are installed, tested, and commissioned according to approved specifications and procedures.

  • Verify mechanical integrity and operational readiness of static and rotating equipment packages.
  • Review commissioning test results and recommend corrective actions where necessary.

Documentation & Quality Management:

  • Review and approve commissioning documentation, test certificates, checklists, and dossiers.
  • Ensure all commissioning records are accurately maintained and submitted.
  • Track system completion status, punch lists, and handover certificates.
  • Participate in audits, inspections, and readiness reviews.

HSE Responsibilities:

  • Ensure compliance with project HSE requirements during all commissioning activities.
  • Conduct risk assessments, toolbox talks, SIMOPS reviews, and permit-to-work activities.
  • Monitor safe execution of gas handling, nitrogen purging, pressure testing, and energization activities.
  • Promote a strong safety culture and incident-free commissioning operations.

Handover & Operations Support:

  • Coordinate progressive handover from construction to commissioning and from commissioning to operations.
  • Support reliability runs, performance guarantee tests, and operational acceptance.
  • Train client operations personnel where required.
  • Assist in final turnover documentation and project closeout activities.

Requirements

  • Bachelor's Degree in Mechanical Engineering, Chemical Engineering, Petroleum Engineering, Electrical Engineering, or related discipline.
  • Minimum 8–12 years experience in oil & gas projects.
  • At least 5 years in pipeline pre-commissioning and commissioning activities.
  • Experience on large-diameter gas transmission pipelines, compressor stations, pigging facilities, metering stations, or related facilities.
  • COREN registration or equivalent professional membership is an advantage.
  • Prior experience on EPC, PMC, or Owner's Engineer projects is preferred.

Competency Requirements:

  • Pipeline pre-commissioning and commissioning.
  • Hydrotesting, pigging, dewatering, drying, inerting, and leak testing.
  • Mechanical completion and systems handover processes.
  • P&ID, Isometric, GA, Cause & Effect, and commissioning documentation review.
  • Permit-to-work systems and SIMOPS management.
  • QA/QC and commissioning dossier management.
  • Knowledge of API, ASME, ANSI, ISO, and relevant Nigerian oil & gas regulations.

  • Leadership and stakeholder management.
  • Excellent communication and reporting skills.

  • Ability to work under schedule pressure and in remote site locations.
  • Team-oriented with strong safety leadership.
