We are a leading oil and gas company operating in Nigeria’s downstream sector with head office in Port Harcourt, Rivers State.
To meet the growing demand of Nigeria’s Market, Stockgap Fuels Limited is expanding its LPG business by investing on additional storage and cylinder filling facility in 4 strategic locations spanning major regions of the country - Lagos/South-West, South-South/South-East, North-Central/North-West and North-East regions respectively.

We are recruiting to fill the position below:

Job Title: Compliance and Documentation Officer

Location: Port Harcourt, Rivers

Job Summary

  • The Compliance and Documentation Officer is responsible for identifying, measuring, and managing regulatory and legal risks within the organization.
  • This role functions independently to evaluate ethical issues, ensure adherence to internal control frameworks, and oversee the critical documentation and tendering processes necessary for business continuity.
  • The officer will act as a safeguard for company assets and a primary liaison with external regulatory bodies.

Key Responsibilities

  • Policy & Regulatory Compliance:
    • Assist in developing, maintaining, and revising policies for general operations.
    • Conduct regular assessments of the organization’s compliance and risk management culture.
    • Interface with external regulatory bodies—including NNPC, PPMC, DPR, and NCD—to ensure all directives are met and issues are resolved.
    • Follow up on current compliance knowledge to resolve issues effectively and drive a culture of transparency.
  • Operational Monitoring & Audit:
    • Conduct periodic compliance reviews and statutory inspections to ensure conformity with existing procedures.
    • Monitor the adequacy of business controls and identify potential areas of vulnerability.
    • Ensure that the Group’s local and international assets are adequately insured against loss or damage.
  • Document Control & Asset Management:
    • Obtain, document, and securely file original company asset documents.
    • Manage the process for acquiring and renewing relevant regulatory certifications and licenses.
    • Ensure all compliance-related communication is current, accessible, and comprehensive for all employees.
  • Tender Documentation & Submission:
    • Source and tender for bids via the NipeX portal.
    • Liaise with Federal, State, and Local Government agencies to ensure all statutory approvals, permits, and licenses are obtained timely.
    • Track and close action plans within the compliance reporting system.
  • Health, Safety, and Environment (HSE):
    • Actively participate in and promote company health and safety campaigns and policies.
    • Maintain occupational health and safety standards within the office environment.

Requirements

  • Education: Minimum of a Bachelor’s Degree or HND (Second Class Upper/Upper Credit) in Accounting, Finance, Management, or a related discipline.
  • Experience: At least four (4) years of relevant experience in internal control, compliance, or auditing within a similar industry.
  • Professional Certification: Relevant certifications such as Certification in Risk Management Assurance (CRMA) or equivalent are highly desirable.

  • Technical: Strong knowledge of regulatory compliance, risk management, and audit & assurance.
  • Analytical: Meticulous attention to detail with the ability to conduct investigations into suspected errors or irregularities.
  • Soft Skills: Excellent communication (verbal and written), negotiation, and relationship management skills.
  • Organization: Proven ability to multi-task, prioritize tasks, and work independently or as part of a team.
  • IT Literacy: Proficient in Microsoft Office Suite and familiar with industry-relevant software.
