We are recruiting to fill the position below:

Job Title: HSE Coordinator

Location: Port Harcourt - Rivers
Job Type: Full time
Function: Health, Safety, Security, and Environment
Reports to: HSE Manager / Project Manager
Supervises: HSE Officers and site safety representatives, as assigned

Role Purpose

  • Coordinate practical HSE implementation across project and site activities, helping leaders and work teams identify hazards, comply with approved controls, prevent incidents, protect the environment, and continually improve HSE performance.

Key Responsibilities

  • Support development and implementation of the project HSE plan, legal/client register, objectives, procedures, emergency arrangements, and inspection schedule.
  • Facilitate task risk assessments, job safety analyses, method-statement reviews, toolbox talks, permit-to-work coordination, and simultaneous-operations controls.
  • Conduct site inspections and behavioural observations covering work at height, lifting, excavation, confined space, hot work, pressure testing, electrical safety, line of fire, housekeeping, and PPE.
  • Monitor contractor compliance, competence, inductions, training, equipment certification, and close-out of HSE observations.
  • Coordinate emergency drills, first-aid/firefighting readiness, spill response, rescue arrangements, and communication with relevant stakeholders.
  • Report and investigate incidents, near misses, unsafe conditions, and environmental events; facilitate root-cause analysis and corrective action.
  • Maintain HSE statistics, inspection findings, leading/lagging indicators, training records, permits, waste records, and management reports.
  • Promote workforce engagement, stop-work responsibility, quality awareness, and lessons learned through coaching and campaigns.
  • Interface with QA/QC and operations teams so safety, environmental, and quality requirements are integrated into planning, execution, testing, and handover.

Key Performance Measures

  • HSE inspections and corrective actions completed to schedule
  • High-risk work controls verified before execution
  • Incident/near-miss reports and investigations issued promptly
  • Training, induction, and permit compliance
  • Reduction in repeat unsafe conditions and environmental events

Qualifications and Experience

  • Bachelor’s Degree or HND in Engineering, Environmental Science, Occupational Safety, or a related discipline.
  • Typically 5 or more years of HSE coordination experience in oil and gas, construction, fabrication, terminals, or industrial operations.
  • Practical knowledge of risk assessment, PTW, incident investigation, contractor HSE management, emergency response, and environmental controls.
  • Strong field presence, coaching, facilitation, reporting, and conflict-resolution skills.
  • Ability to work across diverse teams and intervene confidently when risk is not adequately controlled.

Preferred Certifications and Standards Knowledge

  • NEBOSH International General Certificate or equivalent is strongly preferred.
  • ISO 45001 and ISO 14001 auditor/implementation training is advantageous.
  • First aid, fire safety, incident investigation, confined-space, lifting, or emergency-response credentials are desirable according to assignment.
