Job Title: HSE Engineer / HSE Coordinator
Location: Lagos
Job Description
- We are seeking a qualified HSE Engineer / HSE Coordinator who will to develop, implement, and monitor Health, Safety, and Environmental (HSE) management systems that ensure compliance with statutory regulations, client requirements, and international standards.
- The successful candidate will be responsible for promoting a proactive safety culture, minimizing operational risks, preventing incidents, and ensuring environmental stewardship across all company operations and project sites.
Key Responsibilities
HSE Management:
- Implement the Company HSE Management System (HSE-MS) across projects and operations.
- Ensure compliance with applicable legislation, client requirements, and company HSE policies.
- Develop and review HSE plans, procedures, and work instructions.
- Monitor HSE performance and recommend improvement initiatives.
- Promote a strong safety culture through leadership and employee engagement.
Risk Management:
- Conduct Hazard Identification (HAZID), Job Hazard Analysis (JHA), Job Safety Analysis (JSA), and Risk Assessments.
- Identify workplace hazards and recommend effective mitigation measures.
- Verify implementation of control measures before work commences.
- Participate in SIMOPS and Permit-to-Work (PTW) risk reviews.
Site Monitoring & Compliance:
- Conduct routine HSE inspections and workplace audits.
- Monitor compliance with PTW, Lock-Out/Tag-Out (LOTO), Confined Space Entry, Working at Height, Lifting Operations, Hot Work, and Excavation procedures.
- Ensure corrective actions from inspections and audits are implemented and closed out.
- Monitor contractor HSE compliance and performance.
Incident Investigation:
- Investigate incidents, accidents, near misses, and unsafe acts/conditions.
- Conduct root cause analysis using recognized methodologies (5-Why, Fishbone, TapRooT, etc.).
- Develop corrective and preventive action plans.
- Track and verify closure of investigation actions.
- Maintain incident statistics and lessons learned.
Environmental Management:
- Monitor environmental compliance, including waste management, spill prevention, emissions, noise, and pollution control.
- Coordinate environmental inspections and reporting.
- Support implementation of environmental management plans.
- Promote resource conservation and sustainability initiatives.
Emergency Preparedness:
- Support development and implementation of Emergency Response Plans (ERP).
- Coordinate emergency drills and exercises.
- Participate in emergency response and incident management activities.
- Ensure emergency equipment is available, inspected, and functional.
Training & Safety Awareness:
- Deliver HSE induction for employees and contractors.
- Conduct toolbox talks, safety briefings, and awareness campaigns.
- Coordinate HSE competency training and refresher programs.
- Coach supervisors and personnel on safe work practices.
Documentation & Reporting:
- Prepare daily, weekly, and monthly HSE reports.
- Maintain HSE statistics and KPI dashboards.
- Manage HSE records, permits, inspections, and audit reports.
- Ensure accurate documentation for regulatory and client compliance.
Quality & Continuous Improvement:
- Support ISO 45001 and ISO 14001 management systems.
- Participate in internal and external audits.
- Recommend improvements to HSE processes and procedures.
- Monitor implementation of corrective and preventive actions.
Qualifications
- B.Eng. / B.Sc. / HND in Engineering, Environmental Science, Occupational Health & Safety, Industrial Safety, or related discipline.
- NEBOSH International General Certificate (IGC) or equivalent (preferred).
- ISO 45001 Internal Auditor certification (preferred).
- ISO 14001 Internal Auditor certification (preferred).
- Professional membership (ISPON, IOSH, IIRSM, or equivalent) is an advantage.
Experience:
- HSE Coordinator: Minimum of 3 years of HSE experience in construction, oil & gas, manufacturing, marine, or industrial operations.
- HSE Engineer: Minimum 5 years of relevant HSE experience, including project execution and contractor management.
- Experience with EPC/EPCM projects, shutdowns, commissioning, or production operations is desirable.
