Job Summary
- The Project Controls Lead will be responsible for establishing, implementing, and managing all project controls functions for the Gas Pipeline Project on behalf of the Project Management Consultancy (PMC).
- The role will provide leadership in planning and scheduling, cost control, progress measurement, risk management, reporting, change management, and forecasting to ensure the successful delivery of the project within approved scope, schedule, budget, quality, and HSE requirements.
- The successful candidate will work closely with the Client, EPC Contractors, Engineering Consultants, Procurement Teams, Construction Management Teams, and other stakeholders to provide accurate project performance analysis and timely decision support throughout the project lifecycle.
Main Responsibilities
Planning and Scheduling:
- Develop, implement, and maintain the integrated master project schedule from engineering through procurement, construction, commissioning, and handover
- Review and validate EPC Contractor schedules to ensure compliance with contractual requirements and project objectives
- Monitor critical path activities and identify schedule risks and mitigation measures
- Perform schedule analysis using Primavera P6 and other planning tools
- Develop recovery schedules where required
Cost Control:
- Develop and implement project cost control procedures.
- Monitor project expenditures against approved budgets.
- Prepare cost forecasts, cash flow projections, and estimate-at-completion (EAC) reports.
- Review contractor payment applications and assess progress against achieved milestones.
- Monitor commitments, accruals, contingencies, and cost trends.
Progress Measurement:
- Develop project progress measurement systems and reporting methodologies.
- Monitor engineering, procurement, construction, and commissioning progress.
- Validate contractor progress claims.
- Produce weekly and monthly performance reports highlighting schedule and cost performance.
Project Reporting:
- Prepare executive dashboards and project performance reports for the Client and PMC management.
- Present project status, KPIs, trends, variances, and recovery recommendations.
- Maintain project performance databases and reporting systems.
Risk Management:
- Facilitate project risk identification workshops.
- Maintain the project risk register.
- Monitor risk mitigation actions and report emerging risks.
- Conduct schedule and cost risk assessments.
Change Management:
- Establish and administer project change control procedures.
- Evaluate schedule and cost impacts arising from variations and change requests.
- Maintain the change register and ensure proper approvals.
Contract Support:
- Provide project controls input during contract administration.
- Support evaluation of contractor claims, extension of time (EOT) requests, and variation orders.
- Provide schedule and cost analysis for commercial evaluations.
Stakeholder Coordination:
- Coordinate project controls activities across engineering, procurement, construction, commissioning, and client teams.
- Participate in progress meetings with contractors and stakeholders.
- Provide recommendations to improve project performance.
Systems and Governance:
- Develop project controls procedures, workflows, and reporting templates.
- Ensure compliance with company project governance requirements and industry best practices.
- Promote continuous improvement in project controls processes.

Educational Qualifications & Skills
- Bachelor's Degree in Engineering, Quantity Surveying, Construction Management, Project Management, or a related discipline.
- Master's degree is an added advantage.
- Professional certification such as PMP, AACE (CCP), PMI-SP, or equivalent is highly desirable.
- Minimum of 15 years of relevant experience in Project Controls within the oil and gas industry.
- Minimum of 10 years working on major pipeline, gas processing, upstream, midstream, or EPC projects.
- Previous experience working within a Project Management Consultancy (PMC) environment is highly preferred.
- Demonstrated experience supporting the delivery of large-scale gas pipeline projects from FEED through commissioning.
- Experience working with multinational operators or international EPC contractors is an advantage.
- Experience in Nigeria or West Africa is desirable.
- Advanced proficiency in Primavera P6.
- Strong knowledge of Microsoft Project.
- Excellent understanding of Earned Value Management (EVM).
- Strong cost control and forecasting capability.
- Experience with project scheduling methodologies.
- Knowledge of project risk management techniques.
- Excellent reporting and dashboard development skills.
- Strong understanding of EPC project execution.
- Familiarity with pipeline construction methodologies.
- Strong knowledge of project change management.
- Excellent analytical and problem-solving skills.
- Advanced Microsoft Excel and Power BI skills.
- Experience using SAP, Oracle, EcoSys, or other project control systems is an advantage.
