Job Title: HSE Consulting Advisor
Location: Victoria Island (Power Construction Site – EPC Project |), Lagos
Engagement Type: Consulting / Project-based
Job Purpose
- To monitor and ensure compliance with Health, Safety, and Environmental (HSE) regulations, company policies, and industry standards on the construction site. The HSE Advisor promotes a safe work environment, minimises risks, and safeguards the welfare of project management team members, contractors, and visitors.
- The role monitors the EPC Contractor and other project contractors' compliance with Health, Safety, Environment, and Security (“HSES”) requirements as listed in the EPC Contracts, conducts HSES audits, and monitors and certifies remedial actions undertaken by contractors in line with the project’s Environmental and Social Management Plan (ESMP) and Environmental and Social Management System (ESMS).
Key Responsibilities
HSE Compliance & Monitoring:
- Implement and enforce the company’s HSE policies, procedures, and site-specific safety plans.
- Monitor construction activities to identify potential hazards and ensure compliance with statutory requirements (local and international).
- Conduct site inspections, audits, and safety walks.
- Report, investigate, and document incidents, accidents, near misses, and unsafe conditions.
Risk Assessment & Control:
- Review and approve EPC HSE procedures, HSE management plan, Job Hazard Analysis (JHA), and risk assessments submitted by contractors for all site activities.
- Recommend and implement control measures to mitigate risks.
- Ensure proper use of PPE and safety equipment by all personnel.
Training & Awareness:
- Monitor and ensure compliance with toolbox talks, safety induction for new workers, and ongoing HSE awareness programmes.
- Provide coaching to workers and contractors on safe work practices.
Emergency Preparedness:
- Review and approve the site emergency response plan developed by the EPC Contractor, in line with the overall project ER plan.
- Support the EPC contractor in coordinating regular fire, evacuation, and first-aid drills, and report outcomes to the Owner.
- Monitor and ensure the availability and proper maintenance of first aid kits, firefighting equipment, and emergency facilities provided by the EPC Contractor.
Documentation & Reporting:
- Maintain accurate records of inspections, incidents, and corrective actions.
- Submit weekly and monthly HSE reports to management and clients as required.
- Ensure compliance with environmental regulations, including waste management and pollution control.
- Coordinate the project’s monthly environmental compliance monitoring (ECM) exercise, review the ECM report, and submit to the Client as required.
Stakeholder Engagement:
- Liaise with project management, subcontractors, and regulatory bodies on HSE matters.
- Participate in safety meetings and contribute to project planning to incorporate HSE considerations.
Qualifications & Skills
- Bachelor’s Degree or diploma in Safety Management, Engineering, Environmental Sciences, or a related field.
- Certification in NEBOSH, IOSH, OSHA, or equivalent is preferred.
- 7–10 years’ experience as an HSE Coordinator/Advisor on construction or EPC projects.
- Strong knowledge of HSE legislation, ISO standards (45001, 14001), and industry best practices.
- Excellent communication, reporting, and interpersonal skills.
- Ability to train and influence workers at all levels.
