Job Title: Engineering Lead (Resident Status)

Activities
The Service Holder shall:

  • Ensure the safe design of offshore facilities in accordance with Company requirements, project specifications, and applicable international standards.
  • Coordinate and supervise all safety engineering activities performed by EPC Contractors and specialized Consultants.
  • Ensure timely review, consolidation of comments, and approval of safety engineering deliverables.
  • Verify compliance of contractor studies and recommendations with project requirements and Company standards.
  • Promote Safety-in-Design principles throughout all project phases.
  • Identify, assess, and support the resolution of safety-related technical issues.
  • Maintain the Safety Action Register and ensure close-out of recommendations arising from safety studies and reviews.
  • Participate in technical reviews and technical assurance activities.

Risk Assessment and Safety Studies:

  • Coordinate, review, and approve all project safety studies and risk assessments.
  • Ensure execution and follow-up of:
    • HAZID Workshops;
    • HAZOP Studies;
    • SIMOPS Assessments;
    • Quantitative Risk Assessments (QRA);
    • Fire and Explosion Risk Assessments;
    • Fire & Gas Detection Studies;
    • Escape, Evacuation and Rescue Analyses (EERA);
    • Dropped Object Studies;
    • Bow-Tie Analyses;
    • SIL Assessments and Functional Safety Reviews;
    • Technological Risk Assessments (TRA);
    • ALARP Demonstrations.
  • Ensure implementation of recommendations resulting from safety reviews.
  • Support the development and maintenance of Major Accident Hazard Registers.
  • Ensure identification and management of Safety Critical Elements and associated Performance Standards.
  • Review design modifications and assess their impact on the project risk profile.
  • Coordinate the management of technical deviations, concessions, and change requests affecting all packages related to safety design.

Interface Management:

  • Ensure consistency of safety philosophies and risk management approaches across all project packages.
  • Manage interfaces with:
    • Process Engineering;
    • Layout and Asset Design Teams;
    • Instrumentation and Control Teams;
    • Installation and Construction Teams;
    • Commissioning Teams;
    • Operations and Maintenance Representatives;
    • HSE Teams.
  • Ensure safety requirements are integrated into design and execution activities.
  • Coordinate multidisciplinary inputs required for safety studies and risk assessments.

Procurement and Fabrication:

  • Support procurement activities relating to safety.
  • Review and approve technical requisitions, specifications, vendor documentation, and manufacturing dossiers.
  • Monitor Contractor and Vendor performance with respect to engineering, fabrication, and manufacturing activities.
  • Ensure qualification requirements and technical compliance are maintained throughout procurement and fabrication phases.
  • Participate in Factory Acceptance Tests (FATs), technical audits, and readiness reviews when required.

Installation and Construction:

  • Support construction and installation teams regarding safety engineering matters.
  • Review construction-related risk assessments and safety studies.
  • Ensure SIMOPS studies are developed and regularly updated.
  • Participate in constructability, operability, and installation reviews.
  • Support the management of technical deviations, concessions, and Management of Change (MOC) processes from a safety perspective.
  • Provide safety engineering support during offshore campaigns as required.

Pre-Commissioning and Commissioning:

  • Ensure all safety requirements are adequately addressed during pre-commissioning and commissioning phases.
  • Participate in commissioning readiness reviews.
  • Review commissioning procedures and start-up philosophies from a safety perspective.
  • Support operational risk assessments prior to start-up activities.
  • Contribute to handover dossiers and final safety documentation.
  • Support preparation for the operational phase and safe transition to Operations.

HSE, Quality and Project Control:

  • Maintain the highest level of HSE performance throughout all project phases.
  • Ensure design and execution activities comply with Company HSE policies and statutory requirements.
  • Liaise with Project QHSE and QA/QC teams to ensure the SURF scope is safe, operable, and maintainable.
  • Assist project management in the assessment and management of technical risks.
  • Monitor Contractor performance and support management of change processes.
  • Promote continuous improvement and implementation of industry best practices.
  • Ensure project objectives regarding safety, quality, schedule, and cost are achieved.

Context and Environment:

  • IMA project is in the Detailed Engineering and EPC execution phase. The role covers onshore and offshore facilities and supports successful delivery through offshore installation and commissioning.
  • The Lead Safety Engineer will support the execution phase of IMA developments following investment sanction and EPC contract award. Activities will cover Detailed Engineering, Procurement, Fabrication, Offshore Installation, Pre-Commissioning, and Commissioning of the onshore and offshore IMA project facilities.
  • The project is expected to remain in execution through offshore installation and final commissioning activities up to 2029.

  • HSE Leadership: Demonstrate exemplary HSE behavior within the engineering function, ensuring compliance with Company HSE rules and prompt reporting of any unsafe act, condition, or incident.
  • Safety-by-Design: Identify, assess, and mitigate HSE risks through engineering design and technical decisions across all project phases.
  • HSE Competency: Ensure engineering personnel are trained, competent, and aware of their HSE responsibilities, with continuous monitoring.
  • HSE Support & Engagement: Support Project HSE objectives through engineering reviews and proactively promote HSE awareness, escalating engineering-related HSE concerns as required.

Qualifications

  • Professional Experience (number of years): 10
  • Experience within project and project management (number of years): 10
  • Familiarity with international standards, including DNV, API, ISO, and Company specifications.
  • Previous experience managing EPC Contractors and multidisciplinary interfaces.
  • Familiar with Company standards.
