John Snow, Inc. (JSI) is a US-based international public health consulting firm and manages two projects/contracts through its integrated office in Abuja, Nigeria. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the United States President's Emergency Plan for AIDS Relief (PEPFAR). The purpose is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed for the care and treatment of persons with HIV/AIDS and related infections. JSI implements the USAID I DELIVER Project, a global technical assistance project funded by the United States Agency for International Development (USAID) and aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.

JSI is seeking to fill the position of a Senior Monitoring & Evaluation (M&E) Advisor who will provide support and technical expertise and assist in the management of M&E activities of the SCMS and USAID DELIVER Projects in collaboration with other members of staff and under the supervision of the Director, Monitoring & Evaluation.

Job Title: Senior Monitoring & Evaluation (M&E) Advisor - Abuja

Key Responsibilities
  • Participate in the overall M&E strategic planning activities and work plan development, and reviews
  • Lead the development and review of Performance Management Plans (PMPs) as required
  • Coordinate the preparation of reports: monthly and quarterly reports, semi-annual and annual program reports, and any other required program/indicator reports
  • Ensure that all relevant M&E documents are organized and updated on the office shared drive as appropriate
  • Lead the conduct of periodic facility LMIS data quality assessments in coordination with staff in other departments
  • Troubleshoot program monitoring indicator data quality issues and implement agreed strategies designed to improve the situation
  • Design and supervise periodic Monitoring and Supportive Visits (MSV) to SDPs and ensure timely development/circulation of the MSV report
  • Participate in capacity building activities on M&E for project M&E staff, staff of partner organizations and of the Government of Nigeria
  • Contribute to the identification and development of best practices and success stories for JSI Nigeria’s periodic logistics bulletin
  • Lead the development and review of Data Collection Tools (DCT)/questionnaires in coordination with relevant departments for various studies/surveys/assessments
  • Coordinate the process of providing technical feedback using data collected from project activities and/or those from other sources to track overall progress in achieving program goals and to improve program activities
  • Support the Associate Director M&E for all data management processes in the office, including data collection, collation, cleaning, entry, analysis and report writing
  • Make input into the development and review of scope of work for engagement of consultants and Short Term Technical Assistance (STTA) providers
  • Work with STTA providers to provide required technical assistance for activities and facilitate transfer of skills to appropriate local staff
  • Make input into the development/review of assessment/survey protocols and support the implementation of the same
  • Perform other duties as assigned by the Director, Monitoring & Evaluation

Minimum Qualification and Skills/Knowledge
Applicants for this position should possess the following minimum qualifications and skills:
  • Master’s degree in Public Health, Science, Social Science, Management or any related field
  • Minimum of five years professional experience in monitoring health programs
  • Minimum of two years experience in managing programs and/or staff in support of M&E
  • Experience in designing monitoring and evaluation systems for public health programs or projects in Nigeria
  • Experience with HIV/AIDS, reproductive health, TB, and/or malaria control programs is strongly preferred
  • Experience with health commodity procurement and/or supply management and logistics is strongly preferred
  • Ability to monitor, supervise, and train staff to support health service programs
  • Excellent leadership, analytical and problem-solving skills
  • Excellent technical writing and oral presentation skills in English
  • Ability to work both independently with little supervision and as part of a team
  • Ability to maintain a professional approach and confidentiality
  • Proficiency in the use of MS Office applications (Word, Excel, PowerPoint, Access, Outlook,
  • Project) and leading data management and analysis applications, e.g. SPSS, Stata, Epi Info
  • Ability and willingness to travel in the field
