Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 100 countries. As CRS works through local church and non-church partners to implement its programs, strengthening and building the capacity of partner organizations is fundamental to the work of CRS. CRS re-established presence in Nigeria in 2000 and currently focuses on health, vulnerable children, agriculture, extractives and governance, and peace building programming.

Job Title: Technical Advisor Logistics Work Stream

Context
CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has been awarded over $290 million in Global Fund resources to implement programs in 27 countries. In Nigeria, CRS is a sub-recipient (SR) on the Global Fund HIV and Malaria grants and will assume the role of principal recipient (PR) for the Global Fund Malaria grant starting January 2017. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate the 2017 long lasting insecticide treated nets (LLIN) mass campaigns in 7 states.  CRS will also manage and oversee SRs to deliver a range of malaria treatment and prevention services at the state level.

Job Summary

• The position of Logistics Work Stream Advisor(LWSA) will serve as a member of the state support team (SST) and provide state-level technical assistance and oversight on logistics-related activities for the successful coordination of the 2017 long lasting insecticide treated nets (LLIN) replacement mass campaigns.
• S/he will provide training, accompaniment and technical support to the State Ministries of Health in the mass campaign states of Kwara, Osun, Ondo, Edo, Imo, Adamawa and Enugu.

Specific Job Responsibilities

• Support in planning, and implementing LLIN distribution campaigns.
• Provide periodic updates to Vector Control Directorate, State Support Team Coordinator and the IVM Steering Committee.
• Provide leadership to logistic work stream and leverage resources across the state support teams.
• Facilitate and monitor the training of logistic personnel.
• Provide on the job capacity building for personnel in logistics work stream.
• Support the incorporation of lessons learnt from previous LLIN mass campaigns into the 2017 implementation package.  
• Provide technical support for monitoring the procurement, shipping, port and customs clearance and transport of LLINs to state level to determine timeline for state campaign implementation.
• Support the development of microplans, including a storage plan for the LGA and a transport / routing plan.
• Support the development of microplans, including a storage and transportation plan for movement of the LLINs through the supply chain to the distribution points.
• Facilitate and/or monitor training for personnel at all levels of the supply chain.
• Support monitoring of the transportation and storage of LLINs throughout the supply chain.
• Provide technical support for tracking of LLINs delivered, distributed and remaining, on daily basis.
• Provide technical support for collation of data from LLIN distribution to ensure timely reconciliation and implementation of reverse logistics.
• Support the compilation of campaign reports.

• External: State Ministries of Health (SMOH), National Malaria Elimination Program (NMEP) within the Federal Ministry of Health (MoH), Technical and Financial Partners, partner health facilities, Local Fund Agent (LFA), Gf Country Team etc.

Qualifications and Skills

• An advanced degree in pharmacy, public health, social sciences or related field.
• At least 7 years of professional experience in health programs, preferably in logistics and supply chain management, training and M&E.
• Specific experience in malaria programs is required.
• Proven experience in managing public health programs or projects in Nigeria or similar developing country context.
• Demonstrated ability to monitor, supervise, and train in health service programs.
• Extensive knowledge of the Nigerian public health sector.
• Proven leadership and inter-personal skills and ability to work well both within a team and independently.
• Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
• Demonstrated ability to work effectively under pressure and to prioritize competing demands
• Strategic, analytical and decision-making skills.
• Professional proficiency in English oral and written communication skills; strong demonstrated writing skills required (reports, evaluations)
• Experience with facilitation, capacity strengthening and partnership building.
• Ability to transfer knowledge through formal and informal training.
• Proven leadership and inter-personal skills and ability to work well both within a team and independently.
• Proficiency in use of Microsoft Office, including Word, Excel, and PowerPoint.
• Experience in eHealth and its applicability to Health systems is strongly desired.
• Experience in Rapid SMS system of data transmission is strongly desired.
• Willingness and ability to travel in-country (sometimes on short notice) up 70%.
