Ogun State Civil Service Commission - Year 2013 Special Public Service Entry Examination (ASCON Exam) for Entry into Professional Cadres in the Ogun State of Nigeria Civil Service

1.) Introduction
This is to notify the general public that the competitive examination for entry into the Administrative Officer, Accountant, Auditor, Statistician, Registrar of Cooperatives, Produce Officer, Commercial Officer, Inspector of Taxes, Engineer (Civil. Mechanical, Electrical), Information Officer, Agricultural Officer, Education Officer and Town Planning Officer Cadres on relevant entry Grade Levels in accordance with the provisions of Schemes of Service in the Ogun State of Nigeria Civil Service will commence in August, 2013.

2.) The competitive examination will consist of:
  • a qualifying written examination to be conducted by the Administrative Staff College of Nigeria (ASCON);
  • series of Tests and Interviews known as Extended Interviews, to be conducted by the Civil Service Selection Board; and
  • a Final Oral Interview before the Civil Service Commission.
3.) Subjects for the Examination
The written examination is designed to Test the candidates’ comprehension of English Language, ability to think clearly and knowledge of current affairs. The examination will consist of the following papers namely:
  • English Language
  • Logical Thinking
  • General Knowledge Paper H
  • Basic Statistics
  • General Knowledge Paper I
4.) The range of questions will cater for graduates of Universities and will test intelligent awareness of current affairs which an educated person may reasonably be presumed to possess. The prescribed examination form can be obtained from the Ogun State Civil Service Commission on payment of a non-refundable examination fee of Twelve thousand naira (N12,000.00) per candidate. The Examination syllabus, past questions, ID Card, letter of admission to the examination and instructions to candidates will be given by the Ogun State Civil Service Commission as part of the package, which will also communicate the venue of the Examination. 5.) Venue of the Examination:
The written examination will he held on Thursday, 29 and Friday 30th August, 2013 at a Centre to be announced later. Only those candidates who attain the qualifying standard in the ASCON written examination will be invited for the Tests and Interviews to be conducted by the Civil Service Selection Board. Arising from the performance of candidates at the Extended Interviews, the Civil Service Commission will select those who will participate in the Final Interviews.

6.) Entry Requirements
All candidates seeking appointment into the posts listed below must have a University degree in any of the disciplines indicated against each post. Candidate(s) with Higher National Diploma (HND) need not apply except the/she possesses a Post-Graduate Diploma and a Masters Degree or Professional Certificate in relevant field.

6.1 Details of eligibility requirement are as follows:


(A) Administratie Officer Grd. II GL 08, Salary (N593,030.04p a)
Candidate must possess a University Degree in any of the disciplines of Social Sciences or Humanities.

(B) Accountant Cadre


(Bi)Senior Accountant GL. 10, Salary (N911,355.84 p.a)

Candidates must possess any of the following:
  • A degree in Accountancy plus at least six (6) years post qualification cognate experience in the public service
  • the final certificate of any of the following professional Accountancy bodies
    • Institute of Chartered Accountants of Nigeria (ICAN)
    • Association of Certified and Corporate Accountants (ACCA)
(Bii) Accountant Grd. I, GL. 09, Salary (N 696,913.68 p.a)
Candidates must possess any of the following:
  • Minimum of first degree in Accountancy plus at least three (3) years post qualification cognate experience in the public service
  • First degree in Accountancy or Higher National Diploma in Accountancy plus professional Diploma of Association of National Accountants of Nigeria (ANAN)
(Biii) Accountant Grd. II, GL. 08, Salary (N 593,030.04 p.a)
Candidates must possess a degree in Accountancy from a recognised University

(C) Auditors Cadre

(Ci) Senior Auditor Grd. I, GL. 09, Salary (N696,913.68 p.a)

Candidates must possess any of the following:
  • Minimum of first degree in Accountancy plus at least three (3)year post qualification cognate experience in the public service

Candidates must possess a degree in Economics, Business Administration. Commerce or Marketing from a recognised University.

(F) Registrar of Cooperative Society Grd. II, GE. 08 Salary (N 593,03004 p.a)
Candidates must possess a degree in Arts, Economics, Agriculture, Law, Business Administration or Accountancy from a recognised University.

(G) Produce Officer Grd. 11, GE. 08 Salary (N 93.030.04 p.a)

Candidates must possess a degree in Agricultural or Biological Sciences from a recognised University.

(H) Information Officer Grd. II, GE. 08 Salary (N593,030.04 p.a)
Candidates must possess a degree preferably in Arts, Journalism, Social Sciences or English Language from a recognised University.

I) Agricultural Officer Grd. II, GE. 08 Salary (N 593,030.04 p.a)

Candidates must possess a degree in Agriculture, Agricultural Science, Agricultural Economics, Horticulture, Crop Science or Crop Production from a recognised University

(J) Education Officer Grd. II, GE. 08 Salary (N 593,030.04 p.a)
Candidates must possess any of the following qualifications:
  • a degree in Education or any other relevant subject from a recognised University
  • a degree in a relevant subject plus a Post Graduate Diploma orCertificate in Education.
(K) Town Planning Officer Grd. TI, GE. OS Salary (N 593,030.04 p.a)
Candidates must possess any of the following qualifications registrable with the Town Planners Registration Council (TOPREC):
  • a degree in Urban and Regional Planning or Town Planning from a recognised Institution.
  • a pass in the final examination of the Nigerian Institute of Town Planners,
  • a professional Diploma in Urban and Regional Planning or Town Planning from any recognised Institution (not equivalent to Higher National Diploma Certificate).
(L) Engineers Cadre GE 08 (N 593,030.04 p.a)

(Li) civil Engineer Grd. II, GL. 08 Salary

Candidates must possess a degree in Civil Engineering or such other qualifications registrable with the Council of Registered Engineers of Nigeria (COREN)

(Lii) Electrical Engineer Grd. II, GL. 08 Salary

Candidates must possess a degree in Electrical Engineering or equivalent qualification registrable with the Council of Registered Engineers of Nigeria (COREN)

(Liii) Mechanical Engineer Grd. II, GL. 08 Salary

(M) Inspector of Taxes Grd. II, GE 08 (N593,030.04 p.a)

Hnn hnnn hnnn, I laugh, I smile but inside I cried for the teeming population of the nigerian youths, the egypt govenrment did not do up to this before millitary hijacked the government, Ghaddafi is very loyal to his citizen yet he was killed. I am not only reffering to ogun state I mean the nation , I forsee revolution ahead. That was why I cried inside of me for nigerians, though my saying may sound as if I am talking nosense. But the wise will know I am saying it as it is. Ghadafi had covered libyan eye with all the good things of life, average libya man does not ride tokunbo car rather new the live luxury life. But when ghadafi judgement came youth of that country wake up from slumber that one person can not rule the country for life low and behold as strong as ghadafi they killed him he did not cheat them? Nigerian goverment should learn from that. Fine nigerian cherished their lives but when the sufferness and hardship is too much. Nigerian revolution will come to pass and everybody will loose both poor and the rich, nigerian government learn from libya, liberia,rwanda and egypt.

Afterall libya revolution started on blackberry and smartphones, before the advent of all this smart phones youth could not communicate massively that was why ghadafi could rule for donkey years. The libyan youth started pingin, chatting theirselves from there they unite and conquer ghadafi. Nigerian government note out of 100 nigerian youth 95 has smart phone even if it is china cheap phones, Nigerian goverment wake up don't let this aggrieved youth wake from the wrong side of the bed one day and razed the country down, all your so called big big investment will varnished,sky scrapper varnished and the one you keep abroad will be seized because the foreign govenment will take advantage of the situation of the country then. What is this contry turning to? bcoz i cant just understand the idea of requesting money from applicant on job that is not even vissible, this is exploitation, absolutely crazy. where do want the jobless applicant to get 12,000 naira from? nt even 1000 nt 2000, this is totally maness that need to be stoped.
If any job opportunity is to be free in this contry, it shld be govt job, but reverse is the case here.
I think the entire public need to raise against the unjust discriminatn btw HND n BSC, millons of Nigerian youths ar in various Polytechnic acrross the contry without knowing of d possible storm of unemloyment as a result of discrimination like this await them in the future.
MOSHOOD ABIOLA POLYTECHNIC, OJERE, ABEOKUTA, owned by Ogun state govt, is one of the most expensive polytechnic in the contry, U collected ppl money in view of Educating them, bt u dennied them right to employment, for crying aloud, how do you expect the private sector to employ HND holder when govt is rejecting them? if HND is useless in our society, why nt scrap polytechnic institutions.
Good ppl of Ogun state, pls, stop this madness of civil service commision and make employment form affordable for poor applicant who does nt even have money to eat.

To me,I will say this country will never get there if we continue this way no matter how religious we pretended to be we will never get there. Even if all the houses in the metropolite ofLagos is turned into Churches and all the houses in Abuja, Abeokuta and others state in the country turned to mosque we are kidding ourselves. How could a reasonable human being be it the Head of civil service in Ogun-state let this be published and we are saying we want peaceful transformation in the State or the country no way!! I read this adver with tears for the common man. I pity those common man children in school, even more polytechnic. Why will govt asked for 12,000k from job seekers? Another this is the BSC / HND issue. Well is like alot of people who commented on this are not properly informed, and the govt is not helping mater with the way they advertise. @Alade nd those who shares his view, i hv a word of orientation foe u. Good, u said averege china man can make phone, games, television etc. What have our so call HNDs who are expected to be the technicians and driving forces of production produced in this country call Nigeria? The HNDs are to be the driving forces of production and not the B.SCs. HNDs, B.TEC, B. ENGIN. are to be the producting forces in Nigeria, they have failed thats why you see expertriate in the oil sector and even B. Engin./ B.Tech. Work under the college technicians of foreign countries. Polytechnic is not expected to produce HNDs in the social sciences, Sciences and Humanities . They are to produce practically technicians. It is bcos of our country where anything goes ,cos of money govt makes from them. Remember Oby Ezekwesili as minister of Education, she wanted to do the right thing in education system nd wanted to scrap schools of Business studies in polytechnic. Remember? The civil service commission dont handle HNDs, they are in the technical cadre. The civil service commission handles proffessional, Administrative, and higher executive cadre both @ state nd federal level. It is the DG that handles technical cadre and they are employing them underground. They dont advertise, pls be imformed. It is bcos of the way things are being done in Nigeria

@Tunde, you may be right in other things but that HND/B.Tech &B.Eng alone are to be production force is never correct.
A nation that wants to move forward does not discriminate against his citizens. Anyway, that is not even the biggest issue.

My greatest worry here is N12,000 for the form [Non-Refundable]. who are they fooling, the job had been given to their cronies in the party who helped them won elections.

When i read the salary aspect i wept. What they pay level 08 officers annually are not even up to my one month salary; and yet you want the best brain?

Youth, pls don't apply as this will waste your time and money. I was a victim in 2000 after my service. I went through the process but behold they refused to offer me employment despite the fact that my father went to see the people he knew when he was in Ogun State public service. The jobs were given to sons & daughters of politicians.

Should be the driving forces of production, but they are to be the masters of fabrications and production forces in the society, as economy grows nd develop thru accumulation of capital, be it capital equipments for further production. Through their technical know how the economy will grow and develop, the economists will come in as well to contribute her own knowledge, and the economy will grow. It is a pity case that all these knowledge gained thru education are not seen in our so call country Nigeria, in praxis. Everything is being politicised and that is the repercussion of politicizing things that requires professional knowledge. Titi i like talking with people like you who brings our critical academic analyses out of me. Is like since i left school, i have never been tapped to the fullest. I used to respect and admire the administrative style of Governor Ibikunle Amosun (GIA), but this singular advert has discredited 'his efforts. I'm sure even with the borders of N12K and BSc holding, millions of applicants will yet apply, both of Ogun and non-Ogun origin. I'm of Ogun origin and with undergrad and post-grad degrees frm the prestigious UI, I'm privileged to grad with excellent grades at both levels, this is no trumphet blowing but a statement of personal experience, I have wrote a number of Fed-government tests and was shortlisted for interview at Abuja, imagine traveling from the SW to the FCT and yet not heard a thing because I'm not yet privileged to be associated with someone of high political stakes! If politics were practised as it should, this alone is enough signal not to earn GIA and even GEJ 2015 returns! How I wish there could be protests against these evil forces! How I wish it were a level playing field! How I wish the whole process could be on merit! But Alas, NO! Government has continually being parasitic to the citizenry!

I'm of Ogun origin and with undergrad and post-grad degrees frm the prestigious UI, I'm privileged to grad with excellent grades at both levels, this is no trumphet blowing but a statement of personal experience, I have wrote a number of Fed-government tests and was shortlisted for interview at their Abuja HQs, imagine traveling from the SW to the FCT and yet not heard a thing because I'm not yet privileged to be associated with someone of high political stakes! If politics were practised as it should, this alone is enough signal not to earn GIA and even GEJ 2015 returns! How I wish there could be protests against these evil forces! How I wish it were a level playing field! How I wish the whole process could be on merit! But Alas, NO! Government has continually being parasitic to the citizenry! One can imagine an annual salary of less than N600K (officer jobs), by implication, N50K monthly, in a country of increasing inflation and open support for imports. My heart weeps for this Country as professionals will continue to seek greener pastures and we will continue to experience brain-drain. I rest my fingers!

It is not only outrageous that the state government is collecting so much money to give unguaranteed employment but they also are not living up to their promise of giving out materials for the exam. This is outright fraud as the materials are being sold else where for added sum so tell me what exactly the 12k is for? If I cannot get the material then how do I prepare for the exam much more to pass the exam?

Quite pathetic. its obvious the sharing must have been completed by now. Going through all comments, i discover those who were opportuned in previous recruitment exercises have not contributed. Can we then say its because they are also aware they got employed through political connections and therefore can't boast of their performances?

This discrimation against HND/BSC is barbaric and really killing our potentials in this country.imagine governor amosun who himself have hnd discriminating it,my own point is very few he should get his bsc colleques to vote 4 him cum 2015.governor amosun is the worst governor ogun state has ever had.during OGD there was no discrimination against bsc and hnd and he even created more polytechnic like ICT Polytechnic itori,igbesa,and skul of petrolum resources olokola to mention a few.he support there programme and funded it.amosun is a failure and we must flush him out.

The problem of this polytechnic discrimination sets in during the establishment of university of technologies, instead of upgrading polytechnics, our leaders decided to established University of technologies, which means duplication of functions and the reason behind it is for their self motives and corruption,,,,,,,,,,,,, I know that one day their monkey will go to market of no return.................

Also where will he or she start from is it pe1 or not?.
