DFID Nigeria responsible for managing the British Government's contribution to development in Nigeria, with the objective of supporting government and development partners at federal and state level to reduce poverty to achieve the Millennium Development Goals (MDGs).
V4C is a DFID-funded programme that promotes gender equality and women's empowerment in Nigeria. The programme commenced in October 2013 and is scheduled to run until September 2017. V4C works with adolescent girls and women, as well as those around them, particularly boys and young men, to shift attitudes and behaviours towards those that values and supports girls and women.
Voices for Change (V4C) invites Database experts (individuals or Organisations) to design and develop a Web-Based Platform that will serve as a repository of V4C Gender Consultants CV's.

- In line with the goal of the V4C Programme and the need to create a pool of gender experts that can be available 'on- demand'/ easily deployed for DFID interventions in various sectors e.g health, education, agriculture, politic, justice, etc, V4C is setting up a Gender Database tagged Gender Responsive Facility.
- To this end, interested qualified database experts (individual or organisations) are invited to submit proposals to design/set up a secured web-based CV platform using a relational database scalable facility that will enable the following:
1.) Submission of Gender Expert CV's/portfolio via an online registration module for new CV's
2.) Review and analysis of submissions.
3.) Sectionalised submissions based on skills and expertise.
4.) Mass CV upload module where needed and an update module for already existing CV's or an alternative user friendly method that improves access to data.
5.) A secured private view of the CV's by V4C client and partners.
- The proposal should also integrate a capacity building plan for V4C staff to enable them effectively take over the management of the facility.
