Consultants - Humanitarian Multi-Sectoral Emergency Response at Action Against Hunger | ACF International

Action Against Hunger | ACF International is an international humanitarian organisation committed to ending child hunger. We are recruiting to fill the position below:

Job Title: Consultant - Humanitarian Multi-Sectoral Emergency Response

Location: Nigeria
Start Date: 09 August 2016
End Date: 24 September 2016

Project Background
  • Nigeria has faced insecurity issues since 2012 which lead to the Nigerian Government imposing a State of Emergency (SOE) in the three northeast states of Borno, Yobe, and Adamawa in May 2013. Since the declaration of the SOE, conflict in northeast Nigeria has resulted in massive internal displacement with cross-border implications in neighboring Cameroon, Chad, and Niger. Nearly half of the population in the Northeast has been affected by the on-going violence. In particular, the conflict has resulted in over 4,000 deaths and 1.2 million internally displaced people (IDPs) across the country due to the insurgency, of which > 90% are located in the northeast states; including more than 135,000 IDPs in Yobe State and more than 670,000 IDPs in Borno State.
  • Action Againt Hunger project’s principal objective is to provide critical humanitarian assistance to victims of this complex emergency using market-sensitive and capacity building approaches.
The specific objectives are:
  • Prevent disease outbreaks and help those displaced by conflict or disaster to carry out everyday requirements.
  • Increase access to water and sanitation for victims of complex emergencies (insurgency, natural disasters and waterborne/communicable diseases).
  • Improve basic shelter conditions for IDPs living in Informal Settlement.
  • Increase the affected population’s short-term purchasing power, protect and restore their livelihoods.
  • Reduce malnutrition and promote optimum growth of children aged 0-59 months in Jere and MMC LGA of Borno state through the promotion of proper breastfeeding and complementary feeding practices.
The project has been implemented for 10 months with a 3 months no cost extension, and is fully funded by USAID/OFDA for 2,500,000 USD.

Scope of the Evaluation
  • The overall purpose of the evaluation is to assess the overall performance of the project and to determine if it has achieved its intended outputs and outcomes in the different sectors clearly explaining why or why not through an integrated analysis of the entire result chain (inputs, activities, outputs and outcomes) and contextual factors.
  • The evaluation will use the DAC criteria approach to evaluate the project and will focus on the entire project funded by USAID/OFDA, including all its technical areas. 
It will require the following deliverables:
  • Inception Report outlining the evaluation methodology to be used by the evaluator and a final work plan;
  • Stakeholder workshop: The evaluator shall facilitate a learning workshop in country to present the draft report and the findings of the evaluation to the project and key stakeholders; to gather feedback on the findings and build consensus on recommendations;
  • Draft evaluation report with specific recommendations; lessons learnt and good practices;
  • Final evaluation report (max. 30 pages) incl. executive summary.
Gender equality issues shall be explicitly addressed throughout the evaluation activities of the consultant and all outputs including final reports or events need to be gender mainstreamed.

Evaluation arrangements and professional requirements
  • An Independent Evaluator will conduct a final independent evaluation from August 9th, 2016 to September 24th, 2016. The assignment is for approximately 26 work-days during that period. The assignment will require travel to Nigeria. The country office to be visited and Action Against Hunger project staff will help in organizing accommodation, arranging meetings and transportation.
  • The shortlisting of the Independent Evaluator will be done by the Evaluation Learning and Accountability team, and final selection will be done together with Action Against Hunger’s Nigeria country office.
Interested candidates should include in the expression of interest:
  • An updated CV;
  • A detailed presentation of their background and experience in evaluation of humanitarian projects, highlighting significant field experience in the relevant technical areas to this assignment;
  • A statement of availability for the entire duration of the assignment;
  • A daily consulting fee in USD;
  • Two work samples.
Applicants should have a:
  • Generalist with knowledge in water, sanitation and hygiene, shelter and settlements, economic recovery and market systems, agriculture and food security and nutrition. Experience in cash-based-interventions is highly desirable;
  • Significant experience in coordination, design, implementation, monitoring and evaluation of humanitarian projects;
  • Prior experience in Nigeria or knowledge of the NE Nigerian context (desirable) and understanding of USAID/OFDA requirements;
  • Ability to manage the available time and resources and to work to tight deadlines;
  • Independence from the parties involved;
  • Excellent written and oral communication skills in English.
